Objectives

The process aims to prevent dishonesty, fraud, corruption, and anti-competitive practices, while securing the best value for the specified materials and ensuring the successful execution of the contract.

Scope

The scope encompasses the supply of materials as specified in the bid documents, including adherence to quality standards, delivery requirements, and compliance with technical specifications. It also involves site visits or briefing sessions if required, and the submission of all mandatory documentation to facilitate evaluation and award.

Technical Requirements

• Materials must meet the specifications provided in the bid documents, including quality and standards (e.g., new condition unless specified otherwise).
• Prices must be quoted on a Delivered Duty Paid (latest ICC Incoterms) basis unless specified otherwise.
• Export licenses may be required for imported goods.
• Samples, if requested, must be submitted in accordance with instructions, properly marked, and received by the stipulated deadline.
• All bid prices should be in South African Rand (ZAR), inclusive of VAT where applicable.
• Delivery periods must be realistic, inclusive of all non-working days, and aligned with the contract terms.

Skills Requirements

• Proficiency in completing and submitting bid documentation using official forms and formats.
• Understanding of procurement processes, including site visits, clarifications, and evaluation procedures.
• Knowledge of legal and contractual obligations, including compliance with the Terms and Conditions of Contract and applicable laws.
• Ability to provide technical specifications, drawings, and samples as required.
• Financial competency to prepare accurate pricing, including foreign exchange considerations if applicable.
• Experience in managing compliance with security, quality, and delivery requirements.
