Objectives

The primary objective is to secure a qualified contractor to rehabilitate the roof infrastructure at the Fresh Produce Market. The project aims to eliminate water ingress, restore structural integrity, and extend the operational lifespan of the facility through comprehensive sheeting replacement, metalwork refurbishment, and professional waterproofing.

Scope of Work

The contractor will execute the following works:

• Supply and install new roof sheeting (3.1mm thickness), fastened to existing 76 x 50 mm purlins and steel frameworks using specified Ecco spacers and 75 mm safe top screws.
• Secure all existing roof seals in place; no replacement of seals is permitted.
• Remove and responsibly dispose of old flashings, then install new 75 mm aluminium flashings.
• Replace existing drainage systems with galvanised 0.58-gauge box gutters that precisely match current profiles and positioning.
• Apply Derbigam waterproofing membrane across designated areas, strictly adhering to manufacturer specifications.
• Maintain full compliance with occupational health and safety regulations throughout the project lifecycle.
• Clear all construction debris and leave the site clean and orderly upon completion.

Technical Requirements

• CIDB Registration: Active Construction Industry Development Board registration with a minimum Grade 1GB (General Building) and Grade 1SO (Speciality Works).
• Proven Experience: Submission of documentary evidence for at least two completed, independently identifiable projects involving roof replacement/refurbishment and waterproofing, supported by award letters/purchase orders and completion certificates.
• Pricing Structure: Fixed rates valid for the entire contract duration, inclusive of VAT where applicable. Discrepancies between figures and words will be resolved in favour of the written amount.
• Regulatory Compliance: Valid tax clearance verified via the Central Supplier Database (CSD), up-to-date B-BBEE certification, proof of locality, and completion of all mandatory municipal bidding declarations (interest, preference points, past conduct, and bid independence).
• Delivery Timeline: Full execution and handover within 8 to 12 weeks of receiving an official municipal purchase order.

• Technical Expertise: Demonstrated competency in structural roofing installation, precision metalwork fabrication, and certified waterproofing membrane application.
• Safety & Site Management: Proficiency in implementing health and safety protocols, managing hazardous material disposal, and coordinating on-site logistics.
• Administrative Capability: Ability to navigate public sector procurement frameworks, compile fully compliant quotation packages, and maintain accurate project records.
• Project Execution: Capacity to source specified materials, adhere to strict municipal timelines, and deliver workmanship meeting engineering and durability standards.

Key Terms & Clarifications

CIDB Grading: A national contractor classification system. Grade 1GB covers general building construction, while 1SO applies to specialised trades such as roofing and waterproofing. Both must be active at closing date.

Derbigam: A proprietary waterproofing system requiring precise surface preparation, priming, and layer application. Deviation from manufacturer guidelines may void warranties and compromise performance.

80/20 Preference Point System: An evaluation model where 80% of scoring is allocated to price competitiveness and 20% to socio-economic goals. Points are awarded based on B-BBEE contribution level and whether the bidder operates within the Buffalo City metropolitan area or broader Eastern Cape province.

CSD Verification: Mandatory government registration confirming tax compliance and supplier eligibility. Contracts cannot be awarded until the bidder's tax status is verified as "in order" on the database.
