Objectives

The primary objective is to procure durable, specification-compliant personal protective equipment for forensic pathology staff at the Eshowe Forensics Mortuary. The procurement seeks to enhance workplace safety through reliable safety boots and standardized flight suits while complying with public sector procurement legislation, particularly prioritizing economic transformation through youth enterprise ownership.

Scope

This is a once-off supply contract covering the delivery of:

• Safety Boots: 19 pairs
• Two-Piece Flight Suits: 38 sets

Goods must be delivered to the Eshowe Forensics Mortuary within two weeks of contract award. Quotations remain valid for 90 days. Prices must be firm, inclusive of VAT (if applicable), and fully cover delivery costs. Second-hand or expired products are strictly prohibited; all items must have a minimum remaining shelf life of six months upon delivery.

Technical Requirements

Bidders must supply goods that strictly adhere to the following specifications:

• Safety Boots: Must feature steel toe caps compliant with 2001 impact resistance standards, Stroebel-stitched bucket rubber soles meeting SANS 1437 Type R5 (oil-resistant, abrasion resistance ≤150), high-leg pattern (180mm height), smooth full chrome-tanned leather uppers (1.8–2.1mm thickness), padded collar and tongue, thermoplastic stiffeners, wide-fitting lasts, and black coloring.
• Flight Suits: Two-piece navy uniforms manufactured from a 65% polyester and 35% viscose blend, complying with SANS 1823. Jackets require front slide fasteners, detachable sleeves, adjustable cuffs, elbow reinforcements, reflective tape, and specific embroidered logos (Forensic Pathology Services, KZN Health, and national flag). Trousers must include elasticated back waistbands, belt loops, zippered side and thigh pockets, and dual reflective tape strips per leg.

All quotations must include a formal declaration confirming compliance with these specifications. The top three scoring bidders will be required to submit physical samples for quality verification prior to contract award.

Skills Requirements

No specialized professional qualifications or technical certifications are mandated. However, bidders must demonstrate operational and administrative capacity, including:

• Proven capability to supply similar goods to health facilities (proof of past orders or delivery notes may be requested if pricing appears below market value).
• Efficient logistics management to guarantee delivery within the stipulated two-week timeframe.
• Active Central Suppliers Database (CSD) registration and valid tax clearance status.
• Competence in completing mandatory returnable documents, including BBBEE certificates, bidder disclosures, and preference point claim forms.

• Stroebel Construction & Bucket Sole: Specialized footwear manufacturing techniques where the insole is stitched directly to the upper and attached to a pre-molded outsole, significantly improving durability, flexibility, and shock absorption.
• SANS 1437 Type R5 & SANS 1823: South African National Standards dictating safety performance benchmarks for occupational footwear (oil/slip resistance and abrasion limits) and protective workwear respectively.
• 80/20 Preference Point System: A procurement scoring model where 80 points are allocated to price competitiveness and 20 points to specific transformation goals (here, full allocation for youth-owned enterprises).
• Evaluation-Stage Sample Submission: Unlike typical tenders requiring initial samples, this process defers sample submission until after scoring. Only the highest-scoring bidders will be contacted to provide physical units for final compliance verification.
