Objectives

The primary objective of this tender is to appoint a Consulting Engineering Company to review the project scope, conduct detailed value engineering, and perform cost analysis for the LPG Pipeline and Berth Modification Project. The selected firm will also verify scope, develop cost estimates, and support the project during the engineering and procurement phases.

Scope

The scope includes:

• Review of existing project documentation and scope of work.
• Conducting gap analysis and value engineering to optimize project design and costs.
• Preparation of scope verification reports and cost estimation validation.
• Deliverables as specified in Section 2 (D) of the Scope of Work.
• Assessment of control and ESD systems, including design documentation for inputs/outputs.
• Review of existing systems and integration points, noting that the control/ESD system in Saldanha will be entirely new.
• Provision of engineering design and tender documentation post-contract signing.

Note: The scope excludes detailed FEED development, construction design, environmental or permitting reviews, and cybersecurity considerations at this stage.

Technical Requirements

The technical requirements include:

• Preparation of a comprehensive cost estimate aligned with the Scope of Work, Section B.
• Review of existing design packages, including PFD/P&ID diagrams and control system details.
• Provision of design documents for inputs/outputs and control systems after contract award, with NDAs signed.
• Assessment of tagged equipment for technical correctness is not required at this stage.
• Evaluation of whether the control/ESD system is new or an extension of existing systems.
• Inclusion of additional disciplines such as Electrical, C&I, and Civil as specified.
• Subcontracting specialists for niche roles like marine interface is permitted, subject to compliance.

Site visits are not required; all work will be based on existing documentation unless otherwise specified.

Skills Requirements

The tender requires the following skills and qualifications:

• Professional registration with ECSA or relevant recognized professional body for disciplines such as Marine Engineering and Naval Architecture.
• Expertise in value engineering, cost estimation, and scope verification for LPG pipeline and berth modification projects.
• Experience in reviewing and validating design documentation, including PFD/P&ID and control systems.
• Ability to prepare detailed reports, cost breakdowns, and evaluation criteria.
• Capability to coordinate with subcontracted specialists and ensure compliance with procurement policies.
