Objectives

The primary objectives of the tender are to install accessible facilities for people with disabilities at the SAPS Worcester site, including the installation of a stairlift, signage, handrails, and an emergency evacuation chair. The project aims to improve accessibility, safety, and compliance with relevant standards and legislation, ensuring that persons with disabilities can access and use the facilities effectively and safely.

Scope

The scope of work includes, but is not limited to:

• Installation of a stairlift (rack & pinion type) with specified capacity and features, including guide rails, safety features, and optional accessories.
• Supply and installation of signage for toilets, passages, parking, and directional purposes, mounted on ceilings or walls.
• Installation of stainless steel handrails and balustrades at ramps, including fixing and finishing.
• Electrical installation for the stairlift, including supply of cables, distribution boards, circuit breakers, and electrical accessories.
• Provision and installation of an emergency evacuation chair (model 300H MK5 or equivalent), including signage, hooks, dust cover, and user manual.
• Preparation of workshop drawings, testing, commissioning, and certification of lifts and electrical components.
• Coordination with existing building services and ensuring minimal disruption during installation.

Technical Requirements

The technical requirements specify that:

• The stairlift must meet the specifications of SANS 1545-4, with a minimum capacity of 250kg, travel height of 3400mm, and safety features including emergency stop, guide rails, and optional accessories.
• The electrical installation must comply with relevant standards, including SANS 0142-1, and include supply of cables, distribution boards, circuit breakers, and proper earthing.
• The signage must be durable, clearly visible, and mounted securely in designated locations.
• The handrails and balustrades must be made of Grade 304 stainless steel, welded, bolted, and finished to specifications, with appropriate fixing to concrete surfaces.
• The emergency evacuation chair must be supplied, installed, registered with the Department of Labour, and include signage, hooks, dust cover, and user guide.
• All work must be performed in accordance with applicable standards, legislation, and best practice guidelines, with proper testing, certification, and documentation prior to practical completion.

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Proven experience in installing and commissioning lifts, especially stairlifts, with references to similar projects.
• Qualified electrical engineers and technicians familiar with SANS standards, electrical installations, and testing procedures.
• Skilled stainless steel fabricators and installers for handrails and balustrades, with relevant qualifications and experience.
• Qualified and certified health and safety officers to oversee site safety, conduct risk assessments, and ensure compliance with occupational health and safety legislation.
• Capability to prepare detailed workshop drawings, test reports, and certification documentation.
• Experience in working within occupied buildings, coordinating with building users, and minimizing disruption.
