Objectives

The primary objective of this tender is to solicit qualified service providers to undertake the overhaul, refurbishment, testing, and potential replacement of the calorifier at Ezakheni Police Station. The work aims to ensure the calorifier's optimal functioning, safety, and compliance with relevant standards, thereby supporting essential hot water and steam services for inmate sanitation, kitchen operations, and hygiene.

Scope

The scope encompasses:

• Inspection, condition assessment, and technical reporting of the existing calorifier.
• Hydrostatic pressure and integrity testing of the vessel and associated pipework.
• Mechanical refurbishment of components such as valves, fittings, seals, and heating elements (if approved).
• Electrical works including rewiring, installation of a new electrical distribution board, and testing (if approved).
• Replacement of the calorifier if deemed unfit for refurbishment, including removal, installation, and commissioning of a new unit.
• Provision of temporary hot water solutions during replacement, if necessary.
• Compliance with relevant standards and legislation, including safety and environmental regulations.

Technical Requirements

The technical specifications include:

• Existing calorifier capacity of 2,500 liters with a minimum heating capacity of 36 kW.
• Pressure vessel designed for a working pressure of 400 kPa, with internal corrosion-resistant lining.
• Hydrostatic pressure testing at a minimum of 1.5 times the working pressure.
• Mechanical refurbishment of valves, seals, and pipework, ensuring compatibility with potable water standards.
• Electrical rewiring and installation of a new electrical distribution board with appropriate safety devices.
• Replacement of heating elements, if necessary, rated for 380 V, 3-phase supply.
• Adherence to all relevant standards including SANS 10142-1, SANS 10252, SANS 10254, and occupational health and safety legislation.
• Provision of pressure test certificates and electrical compliance certificates upon completion.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in the inspection, refurbishment, and pressure testing of calorifiers and pressure vessels, with a minimum of 5 years in similar projects.
• Qualified mechanical and electrical personnel, including registered electricians and certified plumbers or fitters.
• Competent hydrostatic pressure testing inspectors with at least 5 years of relevant experience, formal training, and the ability to certify pressure tests.
• Skilled project management personnel capable of delivering the project within the specified timeframe and budget.
• Ability to prepare detailed technical reports, safety documentation, and compliance certificates.
• Capacity to provide temporary hot water solutions and manage the safe removal and installation of high-capacity pressure vessels.
