Objectives

The primary objective of this tender is to solicit proposals for the service, repair, or replacement of a package sewage treatment plant at SAPS Manguzi, including the installation of two sewerage pumps and a control panel. The aim is to ensure the proper functioning, maintenance, and potential upgrade of the sewage treatment infrastructure to meet operational standards and compliance requirements.

Scope

The scope of work encompasses:

• Service, repair, or replacement of the package plant with two sewerage pumps and a control panel.
• Inspection and diagnostics of electrical and mechanical components such as fans, motors, compressors, seals, shafts, impellers, couplings, electrical panels, coils, filters, and drains.
• Carrying out necessary repairs, including detailed breakdowns of costs for each unit.
• Provision of safety documentation, compliance with occupational health and safety regulations, and adherence to manufacturer specifications.
• Supply of all materials, labour, transport, and associated costs, including preliminaries and general expenses.
• Optional replacement of equipment if repairs exceed 50% of the replacement cost, with clear indication in the quotation.
• Delivery and installation at the specified site, with a defined delivery period.

Technical Requirements

The technical requirements include:

• Qualified artisans/technicians with proof of qualifications in mechanical equipment installation.
• Compliance with Occupational Health and Safety Act (Act No. 85 of 1993) and related regulations.
• Provision of a safety file and safety plan prior to commencement.
• Inspection and diagnostics of electrical and mechanical systems, with detailed repair breakdowns.
• Use of approved, original materials and equipment with guarantees or defect liability periods of at least 6 months.
• Adherence to manufacturer specifications and relevant standards for repair and replacement work.
• Implementation of safety measures, including PPE, scaffolding, and site safety protocols.
• Completion of work within the specified timeframe, with provisions for extensions due to delays caused by weather or other uncontrollable factors.

Skills Requirements

The tenderer must demonstrate:

• Experience in mechanical and electrical servicing of sewage treatment plants, with references for similar projects completed within the past 5 years.
• Qualified personnel, including artisans and technical staff, with relevant certifications and CVs.
• Ability to carry out diagnostics, repairs, and replacements in accordance with manufacturer and industry standards.
• Compliance with occupational health and safety regulations, including security clearance if required.
• Capacity to provide detailed quotations, breakdowns, and documentation, including safety plans and compliance certificates.
• Proven track record of executing similar projects on time and within budget, with references from previous clients.
