Objectives

The primary objective of this tender is to appoint a Professional Construction Health and Safety Agent (Pr. CHSA) to monitor and ensure compliance with the Occupational Health and Safety Act (Act 85 of 1993) and related legislation during the construction and maintenance activities at Worcester Police Station and Worcester Child Protection Services in Worcester, Western Cape. The service aims to oversee condition-based maintenance of all building elements, addressing structural, civil, electrical, mechanical, and other building systems to ensure safety, functionality, and heritage preservation.

Scope

The scope involves:

• Appointment and briefing of the professional team, including the Pr. CHSA, to establish project requirements.
• Planning, design review, risk management, and preparation of tender documentation for maintenance and repair works.
• Assessment and approval of construction health and safety plans, including risk profiles, specifications, and safety specifications.
• Handover and mobilization of contractors, including monitoring of compliance with safety legislation.
• Construction phase oversight: audits, inspections, incident investigations, and monitoring of safety practices.
• Provision of safety documentation, permits, and risk assessments for various installations (lifts, boilers, electrical, incinerators, etc.).
• Close-out procedures, including safety file compilation, final inspections, and handover of documentation.
• Addressing heritage building considerations and ensuring accessibility for disabled persons.

Technical Requirements

The technical requirements include:

• Provision of comprehensive safety management throughout all project phases.
• Assessment of existing building conditions and services via detailed inspections and tests.
• Development and implementation of safety specifications, risk management plans, and safety files.
• Monitoring compliance with legislation such as the Occupational Health and Safety Act, Construction Regulations 2014, and related standards.
• Appointment and supervision of competent contractors and specialists, with proper documentation and risk assessments.
• Regular audits, site inspections, and safety meetings.
• Preparation and submission of safety reports, permits, and documentation for authorities.
• Use of compatible software for project documentation and reporting.
• Security clearance for personnel involved in projects requiring sensitive information.

Skills Requirements

The tenderer must demonstrate:

• Registration as a professional Construction Health and Safety Agent with SACPCMP, with at least one member holding NEBOSH International General Construction Health & Safety Certificate or higher qualification.
• Experience on comparable projects within the past 10 years, including familiarity with heritage buildings and heritage preservation standards.
• Proven contractual commitment and quality performance on previous similar projects.
• Qualified and experienced human resources, including key personnel with relevant professional registration and CVs.
• Capability to conduct detailed assessments, risk management, and safety planning.
• Provision of professional indemnity insurance of at least R1.5 million or 15% of the project value.
• Ability to coordinate with multidisciplinary teams and other service providers.
• Competence in monitoring compliance with legislation, standards, and safety procedures.
• Availability of suitable software tools for project management and documentation.
• Willingness to undergo security clearance if required.
