Objectives

The primary objective of this tender is to lease office accommodation for the South African Social Security Agency (SASSA) North West Region in Lekwa-Teemane (Bloemhof) CBD for a period of five (5) years. The aim is to secure a well-maintained, safe, and accessible building that meets SASSA’s operational needs, including tenant installation, security, accessibility, and compliance with relevant regulations.

Scope

The scope of the project includes:

• Leasing a single-storey building located in Lekwa-Teemane (Bloemhof) CBD.
• Ensuring the building is secure, accessible (including paraplegic access), and compliant with safety and building regulations.
• Providing tenant installation according to SASSA needs assessment and corporate identity guidelines.
• Installing alternative power supply (hybrid inverter with 10 kVA capacity) and water supply (10,000 L tank, pressure pump).
• Ensuring the building has adequate security, emergency evacuation points, and complies with occupational health and safety standards.
• Maintaining the building, electrical, and mechanical systems, including air conditioning, fire protection, and ventilation.

Technical Requirements

The technical specifications include:

Building & Security

• Single-storey, well-maintained, secure, and compliant with Occupational Safety Act, National Building Regulations, and other relevant legislation.
• Paraplegic access and adequate security measures to prevent unauthorized access.
• Alternative power supply (hybrid inverter, 10 kVA) and water supply (10,000 L tank, plumbing, and electrical connections).
• Refuse removal during municipal disruptions.
• Emergency assembly point and fire safety measures, including firefighting equipment and certificates.

Electrical & Mechanical

• Electrical compliance certificates, plumbing certificates, fire certificates, and air conditioning certificates prior to occupation.
• Energy-efficient lighting and electrical installations in line with SANS 0412 standards.
• Air conditioning systems with server room cooling (2 x 100% capacity split units).
• Fire protection equipment (fire extinguishers, hose reels) maintained annually.
• Mechanical ventilation and forced air systems.

Other Technical Aspects

• Provision for ICT equipment installation and security.
• Compliance with all relevant building, safety, and environmental regulations.
• Provision of necessary certifications (occupational, electrical, firefighting, fire clearance, occupation certificates).

Skills and Skills Requirements

The bidder must demonstrate:

• Experience in property development, leasing, or facilities/property management, particularly in government or similar sectors.
• Technical expertise in building maintenance, electrical and mechanical installations, fire safety, and compliance with South African standards and legislation.
• Capability to undertake tenant installation according to detailed needs assessments and corporate identity guidelines.
• Proven ability to meet strict safety, security, and accessibility standards.
• Ability to provide all necessary certifications and documentation prior to occupation.
• Capacity to maintain the building and systems throughout the lease period, including emergency repairs and upgrades.
