Objectives

The primary objective of this tender is to appoint qualified service providers to acquire office accommodation of approximately 589.40 m² along with 17 parking bays within Verulam CBD, for the South African Social Security Agency (SASSA) Verulam Local Office. The arrangement aims to secure suitable, accessible, and compliant office space for a period of five (5) years, supporting SASSA’s mandate to deliver social security services efficiently.

Scope

The scope includes:

• Provision of office accommodation on the ground floor measuring approximately 589.4 m².
• Provision of 17 parking bays, including lockable garages, covered bays, bays for persons with disabilities, and open parking.
• Refurbishment and fit-out of the office space to meet SASSA’s interior guidelines and layout requirements.
• Ensuring the building complies with relevant regulations, including Occupational Health and Safety, fire safety, accessibility, and building standards.
• Provision of necessary certifications such as occupancy, electrical, fire safety, and compliance with the National Building Regulations.
• Delivery of the office space within four months of contract award, including plans for energy backup and water supply.
• Maintenance, security, and operational responsibilities as per contractual obligations.

Technical Requirements

The technical requirements encompass:

• Office space of approximately 589.4 m² on the ground floor, fully accessible and compliant with SASSA’s layout model.
• Parking bays: 3 lockable garages, 3 covered bays, 2 bays for persons with disabilities, and 9 open bays.
• Building must meet all applicable standards, including:
• Occupational Health and Safety Act
• National Building Regulations (SANS 10400)
• Fire safety regulations and fire detection/sprinkler systems
• Accessibility standards for persons with disabilities
• Electrical and mechanical compliance, including air conditioning and backup power systems
• Provision of detailed floor plans, layout designs, and refurbishment plans within four months.
• Installation of energy backup systems (power and water) to ensure continuous operations.
• Compliance with environmental and safety standards, including fire extinguishers, lifts, ventilation, and emergency systems.

Skills Requirements

The skills and expertise required from bidders include:

• Property and facilities management expertise, with proven experience in leasing and refurbishing office buildings for government or similar entities.
• Technical proficiency in building compliance, including knowledge of the South African National Standards (SANS) and Occupational Health and Safety regulations.
• Architectural and engineering skills for designing and refurbishing office layouts that meet SASSA’s specifications and accessibility standards.
• Project management capabilities to deliver the refurbishment and fit-out within the stipulated four-month timeframe.
• Experience in implementing energy backup solutions (generators, solar power) and water supply systems.
• Compliance with legal, safety, and environmental standards relevant to office accommodation.
• Capacity to provide ongoing maintenance, security, and operational support for the duration of the lease.
