Objectives

The primary objective of this tender is to appoint a supplier for the supply and delivery of roads division equipment and machinery on an as-needed basis. The aim is to ensure the municipality has access to necessary equipment to support road maintenance and construction activities efficiently.

Scope

The scope of the tender includes the procurement of various roads division equipment and machinery, specifically:

• Asphalt Cutting Machine
• Walk Behind Compactor (Single Drum)
• Plate Compactor
• Bomag Trailer
• Bitumen Spraying Machine

The equipment will be supplied and delivered as required by the municipality, with no indication of volume or frequency specified beyond "as and when required."

Technical Requirements

Interested bidders must:

• Obtain the detailed specification, returnable forms (MBD), and General Conditions of Contract (GCC) from the Supply Chain Management Unit.
• Submit a valid company registration document or lease agreement not older than three months, and not in arrears for more than 90 days.
• Provide a municipal account in the name of the bidder (not older than 90 days), a valid lease agreement, SARS tax PIN, or a company bank confirmation letter with the company’s address.
• Ensure the quotation is valid for 60 days.
• Purchase the bid document from the municipality; failure to do so will render the bid non-responsive.

The evaluation will be based on an 80/20 points system considering price (80%) and specific goals such as locality (20%), with supporting documentation required for local status verification.

• Ability to supply and deliver the specified equipment as per the detailed specifications.
• Compliance with the procurement conditions, including submission of all required documentation.
• Understanding of municipal procurement processes and adherence to the stipulated submission deadlines.
• Availability to provide equipment on an as-needed basis, demonstrating capacity to meet the municipality’s requirements.
• Knowledge of local procurement regulations and preference points system.
