Objectives

The primary objective of this tender is to supply and deliver a compressor suitable for refilling breathing apparatus cylinders and firefighting helmets to Margate Airport, along with the provision of specified firefighting helmets. The project aims to enhance emergency response capabilities by providing compliant equipment that meets international standards and technical specifications.

Scope

The scope includes:

• Supply and delivery of seven compressors meeting minimum technical specifications.
• Provision of universal fire and rescue helmets, compliant with relevant standards.
• Additional requirements such as accessories, safety features, and local support.
• Compliance with procurement regulations, documentation, and mandatory registration requirements.

The scope covers the entire procurement process from quotation to delivery, including mandatory documentation and compliance checks.

Technical Requirements

The compressor must:

• Be suitable for filling SCBA, firefighting, and diving cylinders.
• Operate at a maximum pressure of 330 Bar with a working pressure range of 225–330 Bar.
• Have a minimum charging capacity of 100 litres per minute.
• Be a three-stage reciprocating piston type, air-cooled, oil-lubricated.
• Feature a single-phase motor (220–230 VAC, 50 Hz, minimum 2.2 kW).
• Include a Bauer P11 filtration system or equivalent.
• Operate at approximately 2,300 rpm with breathing air quality standards compliance.
• Have dimensions around 700mm × 400mm × 450mm and weigh no more than 45 kg.
• Have a sound level not exceeding 90 dB(A).
• Be complete with hoses, pressure gauges, safety valves, condensate drains, filter monitoring, and motor protection switches.
• Be suitable for use by municipal fire services, ARFF, and emergency services, with local technical support and spare parts availability.

The firefighting helmets must:

• Comply with EN 443:2008, EN 16471:2014, EN 16473:2014, and EN 14458:2018 standards.
• Be made of glass fibre reinforced high-temperature resistant thermoplastic composite.
• Weigh approximately 1.39 kg or lighter.
• Have adjustable head sizes from 50 cm to 67 cm.
• Feature integrated anti-scratch and anti-fog face visors and eye visors.
• Be compatible with communication, lighting systems, and breathing apparatus face masks.
• Offer high impact, penetration, heat, flame, and splash resistance.
• Be suitable for structural firefighting, aircraft rescue, technical rescue, and wildland firefighting.

Skills and Compliance Requirements

Suppliers must demonstrate:

• Compliance with technical specifications and standards.
• Availability of local technical support and spare parts in South Africa.
• Registration on the Central Supplier Database (CSD) with proof of registration.
• Provision of valid tax clearance certificates and tax compliance status PINs from SARS.
• Submission of mandatory documents including CSD documentation, shareholders’ certificates, and relevant forms.
• Adherence to procurement regulations, including preference points for specific goals such as ownership by black people, rural, township, or urban status.
• Declaration of interest and past supply chain management practices, including anti-collusion and anti-corruption measures.

Overall, bidders must possess the technical capability, regulatory compliance, and local support infrastructure to deliver quality equipment that meets the specified standards and operational requirements.
