Objectives

The primary objective of this tender is to conduct a comprehensive review and update of the Ray Nkonyeni Municipality's Disaster Management Plan. The updated plan aims to ensure compliance with national guidelines, enhance disaster risk assessment and mitigation strategies, build capacity of disaster management teams and stakeholders, and foster stakeholder engagement. The plan will be valid for five years, with reviews after two years, to improve the municipality's preparedness and response capabilities in the face of disasters.

Scope

The scope includes:

• Reviewing and updating the existing Disaster Management Plan in line with national legislation and guidelines.
• Conducting disaster risk assessments to identify potential risks, vulnerabilities, and develop mitigation strategies.
• Capacity building through training and awareness programs for disaster management teams and stakeholders.
• Engaging relevant stakeholders, including government departments, NGOs, community groups, and councillors.
• Incorporating community input through participation and engagement sessions.
• Ensuring the updated plan reflects community needs and concerns.

Technical Requirements

The technical requirements include:

• Alignment with the Disaster Management Act of 2002 and National Disaster Management Guidelines.
• Development of risk assessment frameworks and mitigation strategies.
• Preparation of a comprehensive Disaster Management Plan valid for five years, with a review after two years.
• Facilitation of community participation and stakeholder engagement sessions.
• Provision of community profile, methodology, team composition, and expertise details.
• Provision of certified copies of relevant disaster management qualifications for project leaders.
• Demonstration of experience in developing disaster risk management plans, sector plans, and contingency plans.
• Adherence to legislative and policy frameworks guiding disaster management.

Skills Requirements

The skills and experience required include:

• Masters or Honours degree in Disaster Management or related field, with certified proof.
• Minimum of five years' experience in developing disaster risk management frameworks, sector plans, and contingency plans.
• Experience in facilitating community participation and stakeholder engagement processes.
• Proven track record of developing disaster management plans in government or related spheres.
• Ability to conduct risk assessments, develop mitigation strategies, and update disaster management frameworks.
• Strong project management, communication, and stakeholder engagement skills.
• Team composition should include experts with relevant qualifications and experience in disaster management, community engagement, and risk assessment.
