Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider to facilitate practical advanced training on the preparation of Annual Financial Statements (AFS) in accordance with GRAP standards, MFMA, Treasury Regulations, and ASB pronouncements. The training aims to strengthen the municipality's financial reporting capacity by equipping officials with the necessary technical knowledge and practical skills to produce high-quality, compliant financial statements that support improved audit outcomes and legislative compliance.

Scope

The scope of work includes:

• Providing advanced training on the preparation of Annual Financial Statements (AFS).
• Delivering training over three consecutive days, incorporating presentations, practical workshops, and case studies.
• Covering topics such as working papers, year-end financial reporting, and practical application of relevant GRAP standards (e.g., GRAP 1, 3, 17, 19, 21, 23, 31, 104).
• Targeting finance managers, senior accountants, and accountants involved in financial reporting within the municipality.
• Ensuring the training enhances participants' ability to produce compliant and high-quality financial statements.

Technical Requirements

The technical requirements for the tender include:

• Provision of a comprehensive training program that includes practical workshops and case studies.
• Demonstration of relevant experience in AFS preparation or review, particularly in local government contexts.
• Facilitators must have a minimum of NQF Level 7 qualification and relevant experience (minimum 4-5 years) in AFS preparation or review.
• Ability to deliver training that is customized to the municipality’s needs, with a practical, workshop-based approach.
• Registration with recognized professional bodies such as CA(SA), SAIPA, ACCA, or equivalent.
• Provision of training materials and documentation.
• Adherence to the municipality’s procurement policies and evaluation criteria, including functionality and price scoring.

Skills Requirements

The skills and qualifications required from the service provider and facilitators include:

• Proven experience in the preparation and review of Annual Financial Statements, especially within local government.
• Demonstrated ability to deliver practical, workshop-based training sessions.
• Facilitators with at least 4-5 years of relevant experience and appropriate qualifications (NQF Level 7 or higher).
• Registration with professional accounting or auditing bodies (CA(SA), SAIPA, ACCA, or equivalent).
• Capacity to customize training content to meet the municipality’s specific needs.
• Ability to provide training that enhances participants’ technical skills and understanding of GRAP standards and legislative requirements.
