Objectives

The primary objective of this tender is to procure security services, including machine guarding and forest patrols, at Roburnia Plantation for a period of three months, from 16 November 2025 to 15 February 2026. The services aim to protect harvesting equipment, prevent timber theft, manage illegal activities, and ensure safety and security within the plantation.

Scope

The scope of work includes:

• Providing security machine guarding and forest patrols over the specified period.
• Patrolling designated plantation points with specified coordinates.
• Maintaining visibility and surveillance to prevent theft, vandalism, poaching, and unauthorized activities.
• Managing incidents such as vandalism, timber theft, and illegal activities, including making arrests where applicable.
• Verifying roadworthiness of trucks loading timber and ensuring compliance with loading authorizations.
• Reporting on activities, incidents, and issues such as road conditions, animal sightings, weeds, and illegal activities.
• Ensuring personnel and vehicles meet specified legal and operational requirements.

Technical Requirements

The technical specifications include:

• Deployment of a 4x4 double-cab vehicle with a 4000 km allowance, equipped with security codes and license plates for posting guards and patrol hotspots.
• 24/7 armed security personnel with oversight capabilities, including planned stops and searches, record-keeping of animals sighted, and cooperation with SAPS for any incidents.
• Personnel must be trained, competent, and adhere to legal and safety standards, including health and safety regulations.
• Vehicles used must be inspected and conform to specified standards, with photographic evidence provided for approval.
• Security personnel must be properly identified, meet security requirements, and operate within the legal framework of relevant legislation such as the Firearms Control Act and the Constitution.
• Implementing management procedures, quality assurance, and inspection protocols to ensure service delivery standards are met.
• Protection of property, adherence to confidentiality, and compliance with health and safety regulations.

Skills Requirements

• Experience in forestry security operations, with at least 5 years in the industry.
• Ability to operate and maintain security vehicles, including verification and photographic documentation.
• Competence in surveillance, incident management, and reporting.
• Knowledge of relevant legislation, including the Firearms Control Act and the Constitution.
• Skills in managing security personnel, coordinating patrols, and conducting searches and stops.
• Ability to cooperate with law enforcement agencies and other stakeholders.
• Proficiency in maintaining records, reports, and compliance documentation.
