Objectives

The primary objective is to engage a qualified service provider to deliver comprehensive 24-hour security guarding and close protection services for designated municipal facilities in Zone 4. The contract aims to safeguard municipal property and personnel, enforce strict access control, prevent crime and vandalism, and ensure full compliance with national security legislation and municipal policies over a one-month period.

Scope of Work

• Provide continuous security presence across seven designated sites, including a fire station, library, testing centre, municipal offices, community hall, sports grounds, and cemetery.
• Implement controlled access procedures for visitors, staff, and vehicles in accordance with legislative frameworks.
• Maintain detailed operational documentation, including occurrence books, access control registers, firearm logs, shift rosters, and duty sheets.
• Coordinate emergency responses, manage shift handovers, and submit periodic operational reports to municipal management.
• Ensure uninterrupted service coverage through structured rostering, supervisor oversight, and contingency planning for labour unrest or disasters.

Technical Requirements

• Bidder must be registered under the Private Security Industry Regulatory Act and hold valid PSIRA certificates for the company, all deployed officers, supervisors, and management.
• Maintain a fully equipped 24-hour security control room in Scottburgh, accessible during emergencies and subject to municipal inspection.
• Supply two-way radio communications with a valid ICASA licence or leasing agreement, plus a site manager equipped with a dedicated vehicle, laptop, internet connectivity, and 24/7 mobile phone.
• Carry R5,000,000 in public and security liability insurance, comply with prescribed minimum wage standards, and submit extensive compliance documentation (tax clearance, CSD registration, BBBEE proof, medical insurance, SAPS fingerprint clearances, sector fund standing letters).
• Enforce strict uniform standards, limit shifts to a maximum of 12 hours, and maintain immaculate record-keeping with no erasures or correction fluid in official registers.

• All personnel must complete accredited training aligned with PSIRA and SASSETA standards, demonstrating proficiency in access control legislation, emergency response, and professional conduct.
• Officers require physical fitness, sharp observational skills, and the ability to operate communication and recording systems effectively while adhering to Batho Phele service principles.
• Supervisors and managers must possess leadership capabilities, knowledge of municipal security policies, and the ability to coordinate shift operations, conduct briefings, and prepare accurate performance reports.
• Staff must demonstrate conflict de-escalation skills, punctuality, and the ability to maintain a professional image while interacting with the public and municipal employees.
