Objectives

The primary objective is to engage a qualified service provider to deliver comprehensive 24-hour security guarding services across designated municipal facilities in Zone 4 for October 2026. The contract aims to safeguard municipal property, ensure staff safety, enforce strict access control protocols, and maintain operational continuity through professionalised security operations.

Scope of Work

The service encompasses continuous day and night guarding at ten specific locations, including halls, offices, libraries, depots, and workshops. Staffing requirements vary by site and shift, necessitating both Grade C and Grade D security personnel. Core responsibilities include:

• Implementing access control procedures and preventing theft, vandalism, and threats.
• Maintaining shift rosters, occurrence registers, and firearm logs with strict documentation protocols.
• Facilitating real-time communication via two-way radios between duty points and the central control room.
• Conducting regular supervisory meetings and developing contingency plans for labour unrest or emergencies.
• Providing close protection services where applicable.

Technical Requirements

Bidders must demonstrate full compliance with national security regulations and operational standards. Mandatory technical specifications include:

• Valid registration with the Private Security Industry Regulatory Authority (PSIRA).
• Establishment of a 24-hour security control room in the Scottburgh area, equipped for emergency response and subject to municipal inspection.
• Provision of a dedicated Site Manager with a company vehicle, laptop with internet connectivity, and a 24-hour mobile device.
• Maintenance of official registers with strict logging protocols prohibiting alterations, correction fluid use, or deletions.
• Supply of fully compliant uniforms (seasonal variations, rain gear, visible identification) and certified personnel files.
• Submission of extensive compliance documentation, including PSIRA certificates, National Bargaining Council registration, R5 million public and security liability insurance, COIDA compliance, SAPS fingerprint clearances, BBBEE credentials, and ICASA radio licensing.
• Adherence to a maximum 12-hour shift limit and submission of detailed pricing schedules.

Skills and Personnel Requirements

The contractor must deploy personnel who meet stringent professional and regulatory criteria:

• Security Officers must hold valid PSIRA registrations (Grades C and D) and complete accredited training aligned with SASSETA standards.
• Supervisory and management staff require higher PSIRA grades (A or B), relevant qualifications, and proven leadership capabilities.
• All personnel must be physically fit, professionally groomed, and trained in the Control of Access to Public Premises and Vehicles Act, as well as Batho Pele service principles.
• The provider must ensure seamless shift handovers, maintain continuous communication channels, and guarantee uninterrupted service during industrial action or crises through pre-approved contingency frameworks.

• PSIRA Grading: A tiered certification system where Grade C/D applies to general guards, while Grades A/B are mandatory for supervisors and directors, ensuring hierarchical competency and legal compliance.
• Batho Pele: A South African governance framework emphasising customer-centric public service delivery, requiring security staff to interact respectfully, transparently, and proactively with visitors and employees.
• Preference Point System (80/20 or 90/10): A procurement evaluation model allocating 80–90 points to price competitiveness and 10–20 points to socio-economic goals (e.g., black ownership, local enterprise promotion), which directly impacts bid adjudication.
• COIDA & NBCPSS: Statutory frameworks mandating employer registration for occupational injury compensation and adherence to sector-specific minimum wage agreements, respectively.
