Objectives

The primary objective of this tender is to procure desludging and related maintenance services for septic tanks at Shongweni, Ntshongweni, and Fredville clinics. The service aims to ensure proper desludging, inspection, cleaning, and maintenance of septic tanks, including water jet cleaning, sludge removal, tank inspection, and disposal of waste in compliance with regulations. Additionally, the project promotes enterprise development within the catchment area of the institution.

Scope

The scope of work includes:

• Desludging of septic tanks at specified clinics (Fredville, Shongweni, Ntshongweni) with capacities ranging from 7,000 to 8,000 liters.
• Monthly water jet cleaning of tank interiors for thorough cleaning.
• Removal and proper disposal of sludge and scum, with disposal certificates.
• Tank inspection and reporting on condition and recommendations.
• Provision of PPE for personnel, safety plans, and compliance with occupational health and safety regulations.
• Inspection reports on a quarterly basis.
• Adherence to safety, environmental, and waste disposal regulations, including obtaining necessary permits.
• Site visits and compliance with specified safety and operational standards.

Technical Requirements

The technical requirements include:

• Use of vacuum trucks or equipped vehicles with a minimum 30-meter hose for desludging.
• Regular water jet cleaning of tanks inside and outside.
• Proper handling and disposal of sludge and scum, with valid disposal permits and certificates.
• Provision of PPE for all employees involved in desludging activities, with penalties for non-compliance.
• Submission of Job Safety Analyses (JSA) and Material Safety Data Sheets (MSDS).
• Inspection and reporting on tank conditions, including recommendations for repairs or further action.
• Implementation of a Health and Safety Plan approved by the relevant health and safety officer.
• Adherence to Occupational Health and Safety Act 85/1993 and related regulations.
• Environmental compliance and waste management, including permits and certificates.

Skills Requirements

The skills and qualifications required for bidders include:

• Experience in desludging and septic tank maintenance, with proven track record.
• Qualified personnel trained in handling hazardous waste, with appropriate PPE and safety procedures.
• Knowledge of environmental regulations, waste disposal permits, and safety standards.
• Capability to prepare and submit Job Safety Analyses and Material Safety Data Sheets.
• Ability to conduct tank inspections and produce detailed reports with recommendations.
• Competence in managing waste disposal certificates and compliance documentation.
• Demonstrated ability to work within health and safety legislation and to ensure safety of personnel and infrastructure.
• Capacity to provide ongoing maintenance, inspection, and reporting over the contract period.
