Objectives

The primary objective of this tender is to appoint a service provider to render comprehensive maintenance services for the elevator system located at the NHLS Forensic Chemistry Laboratory in Durban. The contract aims to ensure the elevator's optimal performance, safety, and compliance over a period of 36 months, covering preventive maintenance, emergency callouts, statutory inspections, and repairs.

Scope

The scope of work includes:

• Preventive Maintenance: Monthly inspections covering full lift system checks, lubrication, adjustments of brakes, gears, safety switches, and guide rails (total 36 visits).
• Repairs and Callouts: Attending to mechanical and electrical faults on an as-required basis, with response times within 2 hours for repairs and 24 hours for emergency breakdowns.
• Statutory Inspections: Arranging and providing SANAS-accredited statutory lift inspections three times over the 36 months, with reports submitted annually.
• Safety Checks: Monthly testing of alarm systems, intercoms, emergency lighting, ventilation, overload sensors, and door protection systems, with maintenance checklists submitted regularly.
• Reporting: Submission of comprehensive lift reports annually and maintenance reports monthly.

Technical Requirements

The technical requirements specify that the service provider must:

• Provide professional maintenance services adhering to all relevant legislation, health, and safety standards.
• Ensure all repairs use genuine spare parts and are logged in a repair register.
• Arrange and submit SANAS-accredited statutory inspection reports and comprehensive lift reports annually.
• Conduct monthly safety checks and submit maintenance checklists.
• Respond promptly to callouts, with repair responses within 2 hours and emergency breakdowns reported within 24 hours.
• Ensure all work is performed by qualified technicians with appropriate certifications, including CVs and proof of experience.

Skills Requirements

The successful bidder must demonstrate:

• At least 5 years of relevant experience in elevator maintenance, installation, or related fields.
• Provision of at least three reference letters from similar projects within the last five years.
• Technicians and supervisors must possess valid certificates and qualifications relevant to lift maintenance and safety standards.
• Availability of standby maintenance vehicles, with proof of registration and certificates.
• Compliance with CIDB Grade 2 SI or higher registration or certification.
• Good standing with the Compensation Fund (COIDA).
