Objectives

The primary objective of this tender is to appoint ten (10) service providers on a rotational basis to supply and deliver portable (drinking) water using water tankers to various clients within the specified area for a duration of six (6) months. The aim is to ensure efficient, timely, and safe delivery of potable water to meet the needs of multiple clients across different locations.

Scope

The scope of work includes:

• Provision and delivery of clean, potable drinking water to designated clients and facilities in specified towns and areas.
• Use of water tankers with a minimum capacity of 5,000 liters, owned or leased by the service providers, for water transportation.
• On-site water filling, sampling, and on-site testing to ensure water quality standards are met.
• Adherence to health, safety, and environmental regulations during water delivery.
• Provision of necessary PPE and equipment for staff involved in water delivery.
• Responding to emergency water supply requests within 24 hours and completing deliveries within 3 days.
• Maintaining proper documentation, including signed job cards, invoices, and proof of water purchase and quality reports.
• Rotational scheduling of service providers, with a minimum of three (3) calls per provider per area before moving to the next.

Technical Requirements

• Water tankers must have a capacity of at least 5,000 liters, be in the name of the company or owner, and be properly registered.
• Provision of proof of ownership or valid lease agreements for water tankers.
• Tankers must be fitted with water pumps, level indicators, and be capable of filling both ground and elevated tanks.
• Water must meet SANS 241 standards for drinking water quality, with sampling and testing conducted on-site before refilling.
• Delivery trucks must be equipped with water level indicators and clearly visible capacity markings.
• Service providers must purchase water from accredited sources, such as district municipalities or boreholes with valid documentation.
• All personnel involved must undergo security clearance and security screening if required.
• Adherence to all relevant legislation, health, safety, and environmental standards.

Skills Requirements

• Proven experience in water delivery, logistics, or related services, with references for similar projects over the past 5 years.
• Qualified and experienced personnel, including drivers, supervisors, and technical staff, with appropriate certifications and licenses.
• Ability to operate and maintain water tankers and associated equipment effectively.
• Knowledge of water quality standards, sampling procedures, and safety protocols.
• Capacity to respond promptly to emergency requests and manage logistical challenges efficiently.
• Demonstrated ability to maintain proper documentation, reporting, and compliance with regulatory requirements.
• Capacity for effective communication and coordination with the Department and clients.
