Objectives

The primary objective of this tender is to procure services for the inspection, maintenance, and servicing of fire extinguishers and fire hose reels at clinics, specifically at St Margarets CHC and other specified clinics within the KwaZulu-Natal Department of Health. The aim is to ensure that fire safety equipment is regularly maintained, compliant with standards, and operationally ready to effectively respond to fire emergencies.

Scope

The scope includes:

• Servicing and maintenance of fire extinguishers at multiple clinics (UMZIMKHULU, UMVOTI, SPHAMANDLA, RIVERSIDE, MALEMGE).
• Inspection of fire extinguishers for damage, corrosion, and proper functioning.
• Hydrostatic testing of cylinders as per standards (every 5 years for CO2, 10 years for Dry Powder).
• Replacement of damaged or worn parts with SABS approved components.
• Inspection and servicing of fire hose reels.
• Provision of documentation, certificates, and proof of compliance.
• Adherence to technical specifications, safety standards, and contractual requirements.

Technical Requirements

The technical requirements encompass:

• Compliance with SABS standards (e.g., SABS 1475, SABS 0105).
• Use of CIDB certificate SF (G1) for service providers.
• Provision of proof of registration on the Central Suppliers Database (CSD).
• Submission of relevant project experience and previous similar work.
• Completion of technical specification forms and adherence to detailed inspection and maintenance procedures.
• Provision of detailed cost breakdowns, including VAT where applicable.
• Completion of Schedule of Rates with unit prices for each service item.
• Timely completion of services within the specified contract period (generally within one month from order).

Skills Requirements

The successful bidder must possess:

• Qualified technicians with expertise in fire safety equipment maintenance and inspection.
• Knowledge of relevant standards and regulations (SABS, CSD registration, CIDB certification).
• Experience in hydrostatic testing, repair, and replacement of fire extinguishers and hose reels.
• Ability to accurately complete technical and compliance documentation.
• Capacity to perform on-site inspections, repairs, and testing as per specifications.
• Proficiency in preparing reports, certificates, and compliance proof for submission to the department.
• Effective project management skills to ensure timely service delivery and adherence to contractual obligations.
