Objectives

The primary objective is to procure a specialist contractor to perform comprehensive maintenance, testing, and servicing of fire fighting equipment across Umphumulo Hospital and seven affiliated clinics. This ensures ongoing compliance with occupational health and safety regulations, maintains equipment operational readiness, and guarantees reliable emergency response capabilities.

Scope

The contract encompasses a once-off service cycle covering multiple facilities:

• Full inspection, servicing, and recharging of dry powder (STP) and carbon dioxide (CO2) fire extinguishers.
• Maintenance of hose reels, including pressure testing and supply/installation of snug-fit canvass covers.
• Servicing of fire tanks, hydrants (pipe preparation, priming, painting, and pressure testing), and fire booster pumps.
• Comprehensive testing and written reporting for fire detection systems, requiring access to ceiling voids and restricted areas such as theatres.
• Supply, manufacturing, and installation of emergency signage compliant with specific dimensional and material standards.
• Implementation of a standardized numbering system for all equipment and wall surfaces, plus compilation of a detailed fire equipment register.

Technical Requirements

Bidders must demonstrate strict adherence to national accreditation and quality benchmarks:

• Valid SANAS accreditation certificate (issued within the last three months).
• Certified copies of SABS-SANS 1475 Parts 1 & 2, and ISO 9001:2015 certificates.
• Proof of a SABS-approved mobile workshop if on-site servicing is conducted.
• All allocated service technicians must hold current SAQCC registration.
• Certifications from the Institution of Fire Engineers (IFE) and Fire Protection Association of Southern Africa (FPA).
• Valid Department of Labour Letter of Good Standing and active CIDB registration.
• Public liability insurance coverage of at least R3 million.
• Signage must be manufactured from 0.9mm ABS material, measure 190x190mm, feature embossed SABS logos/codes, and be permanently fixed using specified fasteners. Labels must use fade-resistant permanent markers.

Skills Requirements

The successful bidder must provide a specialist team with proven expertise in:

• Mechanical and electrical servicing of pressurized fire suppression systems, hydrants, and booster pumps.
• Calibration, loop testing, and functional verification of conventional and addressable fire alarm panels.
• Safe handling of refrigerants and propellants for extinguisher recharging.
• Technical drafting of compliance reports, pressure test records, and asset registers.
• Installation of specialized emergency signage according to municipal and national building codes.

Photo-luminescent Signage: Emergency signs engineered to glow in low-light conditions, manufactured to SANS 1186:2008 specifications for visibility during power failures or smoke events.

Three-Month Certificate Validity: All compliance documents must be issued within ninety days of submission to guarantee current regulatory standing and prevent outdated certifications.

80/20 Preference Point System: A procurement scoring model allocating eighty points to price and twenty points to specific goals, with full points awarded to companies demonstrating at least fifty-one percent black ownership, aligning with national transformation mandates.
