Objectives

The primary objective of this tender is to engage a qualified and compliant service provider for the preventative maintenance and technical servicing of four 1600kVA power transformers at Dr Pixley Ka Isaka Seme Memorial Hospital. The goal is to ensure continuous, safe, and efficient electrical power distribution essential for uninterrupted healthcare operations.

Scope of Work

• Perform two comprehensive service cycles per year for each of the four specified transformers.
• Conduct thorough visual inspections and infrared thermal scanning of all transformer components.
• Collect and analyze transformer oil samples for dissolved gas analysis (DGA), furan levels, moisture content, dielectric strength, acidity, and polychlorinated biphenyl (PCB) screening.
• Supply and affix PCB warning stickers to all transformers.
• Deliver a detailed technical report following each service cycle, containing test results, fault analysis, and actionable maintenance recommendations.

Technical Requirements

• Valid CIDB EP1 registration certificate.
• Certification for ISO 9001 (Quality Management), ISO 14001 (Environmental Management), and OHSAS 18001/ISO 45001 (Occupational Health and Safety).
• Proof of adequate public liability insurance coverage.
• Documentation proving access to an ISO 9001 and SANS-approved oil testing laboratory.
• Technical specifications of the infrared camera to be deployed for thermal scanning.
• Submission of a comprehensive safety file prior to mobilization, including site-specific risk assessments and method statements.
• Full compliance with the Occupational Health and Safety Act, 1993.

Skills and Qualifications Requirements

• Proven track record in high-voltage electrical infrastructure maintenance, preferably within healthcare or industrial environments.
• Personnel must hold recognized thermography certifications (minimum ITC Level 1) to accurately interpret thermal imaging data.
• Ability to conduct advanced oil diagnostics and correlate laboratory results with transformer health indicators.
• Competency in producing professional engineering reports that translate complex diagnostic data into clear operational recommendations.
• Demonstrated financial or operational capacity, evidenced by previous delivery records or financial statements covering at least 40% of the quoted value.
