Tender Summary: Service of Steam Line

Objectives

The primary objective is to appoint a qualified contractor to perform comprehensive annual servicing and maintenance of the hospital’s steam line and associated boiler infrastructure. This ensures safe, efficient, and uninterrupted steam generation for critical clinical and operational functions while maintaining strict compliance with national health and safety regulations.

Scope of Work

• Complete inspection, adjustment, cleaning, and maintenance of the steam line and return condensate line.
• Specific tasks include verifying safety valves, checking throttle levers and pins, cleaning pump strainers, managing condensate release, and confirming pump stock levels.
• Post-service site cleanup and formal site handover documentation.
• Submission of a detailed after-service report containing job cards, completion certificates, and itemized invoices for all purchased materials or subcontracted components.
• Work is measured upon completion, priced firmly for 90 days, and structured as a once-off contract.

Technical Requirements

• Regulatory & Registration: Valid CIDB grading 1ME, Central Suppliers Database (CSD) registration, and up-to-date tax clearance certificate.
• Safety Documentation: Submission of a comprehensive Occupational Health and Safety (OHS) file prior to commencement, including risk assessments, safety policies, equipment registers, incident procedures, and a valid Letter of Good Standing (COID).
• Quality & Standards: All work and materials must meet SABS standards. Full compliance with hospital OHS protocols and mandatory use of approved Personal Protective Equipment (PPE) is required.
• Warranty & Reporting: A 12-month guarantee on all completed work. Mandatory submission of an after-service report with cost breakdowns before payment processing.
• Procurement Conditions: Firm pricing inclusive of all transport, labour, and ancillary costs. Mark-ups for bought-out items are capped according to provincial guidelines. Bidders must attend a compulsory site briefing.
• Evaluation Model: An 80/20 preference point system applies, allocating 80 points to price competitiveness and 20 points to socio-economic goals favouring locally established enterprises.

Skills & Qualification Requirements

• Contractors must demonstrate specialization in boiler and steam line services.
• Submission of certified qualifications for mechanical fitters and technicians specifically trained to service steam boilers. Credentials must be verified by the Chief Artisan before any work begins.
• Minimum of three verifiable references, including completion certificates or order numbers proving prior successful service of similar systems in public or private healthcare facilities.
• Proof of delivery capacity via past order records and delivery notes. A history of unexplained service defaults will result in immediate disqualification.
