Objectives

The primary objective of this tender is to select a qualified service provider to deliver cleaning services at Kwelera National Botanical Garden in East London, Eastern Cape, for a period of three years. The goal is to ensure the maintenance of cleanliness and hygiene standards across various facilities within the garden, including offices, staff facilities, guard houses, visitor centers, and other designated areas.

Scope

The scope of work includes:

• Provision of cleaning services at Kwelera NBG for three years.
• Cleaning and maintenance of the old garden office, staff facilities, guard house, visitor’s center, and other specified areas.
• Ad hoc cleaning services for special functions or additional days as required.
• Stock management and control of cleaning supplies.
• Supervision and management of cleaning staff, ensuring compliance with site rules and safety regulations.
• Participation in induction, training, and compliance meetings.

Technical Requirements

The technical requirements include:

• Attendance at a compulsory briefing session scheduled for 23 July 2026 at Kwelera NBG.
• Provision of a Letter of Good Standing from the Department of Labour.
• Compliance with tax obligations, including submission of a Tax Compliance Status (TCS) certificate or PIN.
• Adherence to health and safety regulations, including the Occupational Health and Safety Act (OHASA).
• Supervision and control of staff, ensuring proper uniforms, conduct, and performance management.
• Use of cleaning chemicals and equipment provided by SANBI; staff must be properly trained and equipped.
• Implementation of a supervision and quality control system, including regular compliance meetings.

Skills Requirements

The successful bidder must demonstrate:

• Relevant experience in providing cleaning services, with a minimum of three to five years’ experience in the field.
• Capability to manage and supervise cleaning staff effectively.
• Provision of reference letters from previous clients confirming experience and performance.
• Skills development and training plans for staff, including procedures for cleaning, hygiene, and disinfection.
• Knowledge of health and safety standards applicable to cleaning services.
• Ability to meet the functional evaluation criteria, including staff training, experience, and client references.
