Objectives

The primary objective of this tender is to appoint a qualified service provider to perform a Probity Review function for the South African National Biodiversity Institute (SANBI). The Probity Review aims to provide independent assurance on the integrity, compliance, and effectiveness of SANBI’s procurement processes, ensuring adherence to relevant legislation, policies, and regulations. The review will support management in promoting transparency, accountability, and effective controls within SANBI’s tender procedures.

Scope

The scope of work includes:

• Evaluating the adequacy and effectiveness of SANBI’s internal control processes related to procurement.
• Assessing compliance of procurement processes with applicable policies, legislation, and regulations such as the PFMA and Treasury Regulations.
• Conducting probity reviews on tenders, ensuring evaluation processes align with prescribed criteria and legal requirements.
• Advising on any matters that may compromise the integrity of the procurement process.
• Providing reports and recommendations to enhance transparency and prevent irregularities in tender evaluations.

Technical Requirements

Interested service providers must meet the following technical requirements:

• Possess relevant qualifications, including Chartered Accountants (SAICA) or equivalent.
• Demonstrate knowledge of the Public Finance Management Act (PFMA), Treasury Regulations, and other relevant legislation.
• Assign personnel with proven experience in probity audits, internal controls, and public sector procurement.
• Provide a detailed technical approach, methodology, and work plan for conducting probity audits and reviews.
• Showcase previous experience in conducting similar probity reviews within the public sector, including references and project details.

Skills Requirements

The skills and expertise required from the service provider include:

• Professional Qualifications: Chartered Accountants (SAICA), Internal Auditors (IIA), or equivalent with relevant registration.
• Experience: Minimum of 6 years in probity auditing, internal controls, or related fields within the public sector.
• Technical Knowledge: In-depth understanding of PFMA, Treasury Regulations, procurement policies, and governance frameworks.
• Project Management: Ability to plan, execute, and report on probity reviews effectively, including managing personnel and deliverables.
• Analytical Skills: Strong capability to evaluate procurement processes, identify irregularities, and provide actionable recommendations.
• Communication Skills: Excellent report writing and presentation skills to communicate findings clearly to management and stakeholders.
