Objectives

The primary objective of this tender is to appoint a professional service provider to supply, monitor, and maintain security alarm systems and provide armed response services at the KwaZulu-Natal Herbarium (KZNH) in Durban for a period of five (5) years. The service aims to ensure the safety and security of SANBI’s premises, staff, and assets through alarm monitoring, response, maintenance, and related security services.

Scope

The scope includes:

• Provision of alarm monitoring services for the KZNH campus, including existing DSC alarm systems in two buildings.
• Armed response services stationed within the KwaZulu-Natal Herbarium area, with a response time of no more than 5 minutes.
• Integration of existing alarm systems with response systems.
• Regular maintenance, testing, and inspection of security alarms and devices (monthly checks).
• Response to panic alarms, force entry signals, and emergencies.
• Coordination with other security agencies such as SAPS, Neighbourhood Watch, and other armed response services.
• Provision of qualified armed response officers, alarm technicians, and operational vehicles.
• Compliance with SANBI’s security policies, safety regulations, and service level agreements.
• Monitoring and reporting through a Service Level Agreement with regular compliance meetings.

Technical Requirements

The technical specifications include:

• Establishment and operation of a control room for alarm monitoring and recording.
• 24-hour armed response coverage with qualified personnel trained and accredited for armed response work.
• Response officers must carry necessary equipment, including uniforms, identification, and communication devices.
• Response vehicles must be fully equipped, marked, and compliant with traffic regulations.
• Response time within 5 minutes of alarm activation.
• Integration of alarm systems with response units, ensuring compatibility and functionality.
• Regular maintenance, testing, and inspection of all security devices and alarm systems.
• Provision of response notifications and incident reports after each response.
• Compliance with Occupational Health and Safety Act and other relevant regulations.
• Provision of necessary licenses, certifications, and insurance coverage for personnel and equipment.

Skills Requirements

The successful bidder must demonstrate:

• At least six (6) to nine (9) years of relevant experience in alarm monitoring, armed response, and security services.
• Experience with similar security projects, preferably within government or private sectors.
• Proven track record with references from previous clients, including details of services provided, contract values, and durations.
• Qualified armed response officers with valid PSIRA registration, firearm licenses, and relevant security certifications.
• Technical personnel with relevant qualifications and over two years of experience in alarm system installation, maintenance, and repairs.
• Operational capacity including control room facilities, response vehicles, and communication systems.
• Ability to coordinate effectively with law enforcement and other security agencies.
• Compliance with all legal, safety, and regulatory requirements related to security services.
