Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive security guarding services at the South African National Biodiversity Institute (SANBI) KwaZulu-Natal National Botanical Garden for a period of three (3) years. The services aim to safeguard the premises, personnel, assets (including plants and animals), visitors, and infrastructure against criminal activities such as trespassing, theft, poaching, vehicle break-ins, and vandalism. Additionally, the provider must support emergency response, monitor security threats, and ensure compliance with relevant legislation and SANBI policies.

Scope

The scope encompasses:

• Provision of security officers for 24/7 guarding, patrolling, and access control at key points including gates and perimeter fences.
• Monitoring and patrolling both high-traffic landscaped areas and less-frequented estate zones.
• Management of vehicle and visitor access control systems.
• Support for special functions, exhibitions, or events requiring additional security officers.
• Induction training for security staff on site-specific procedures and emergency plans.
• Provision and maintenance of security equipment such as clocking devices, radios, pepper sprays, handcuffs, and patrol tracking systems.
• Regular supervision, reporting, incident documentation, and liaison with SANBI management.
• Compliance with all relevant South African legislation, SANBI policies, and environmental and safety standards.

Technical Requirements

The technical specifications include:

• Deployment of security officers in 12-hour shifts, with specific start times during summer and winter seasons.
• Provision of security aids such as two-way radios, panic buttons, torches, pepper sprays, handcuffs, and breathalyzers.
• Installation of electronic guard monitoring/clocking points (minimum 18) at strategic locations with real-time recording capabilities.
• Effective communication systems, including control rooms, radios, and PTT devices.
• Induction training for all security personnel on site-specific protocols and emergency procedures.
• Provision of additional security officers for special events on short notice.
• Adherence to SANBI’s security policies, municipal by-laws, and environmental conservation rules.
• Regular supervision, incident reporting, and performance monitoring through agreed Service Level Agreements (SLAs).

Skills Requirements

The successful bidder must demonstrate:

• At least 6 years of relevant experience in security services within government or private sectors.
• Proven track record with a minimum of five references from previous clients, including scope, duration, and value of services rendered.
• Qualified personnel including Site/Project Managers and security officers with valid PSIRA registration, security-related qualifications, and competency certificates.
• Supervisory staff with relevant experience in site management, security procedures, and emergency response.
• Ability to provide and operate security equipment such as clocking systems, radios, pepper sprays, and monitoring devices proficiently.
• Demonstrated capacity to develop and implement training and skills development plans, including health and safety protocols.
• Effective communication skills in English and at least one other official language, with the ability to read, write, and communicate clearly on site.
• Capacity to maintain operational infrastructure, including control rooms, security vehicles, and communication systems.
