Objectives

The primary objective is the early-stage eradication of localized invasive alien plant populations, specifically Brasiliopuntia brasiliensis, in Hluhluwe, KwaZulu-Natal. This intervention aims to prevent cross-contamination to unaffected ecosystems, reduce long-term management costs, and support national biodiversity conservation targets.

Scope of Work

The contract spans two financial years (2026–2028) and involves deploying a dedicated field team to survey designated localities, manually and chemically clear targeted invasive species, and collect standardized ecological data. Operations are milestone-driven, tied to a fixed number of person-days per season. The contractor must conduct pre-deployment medical fitness screenings, facilitate mandatory training, and submit GPS-verified survey data. Post-clearance monitoring will be conducted by the client; any substandard work must be remediated within 30 days after contract expiry at the contractor’s expense. Payment is structured as a daily wage contract based on verified person-days worked, with provisions for additional conservation duties if milestones are completed ahead of schedule.

Technical Requirements

• Regulatory & Financial Compliance: Submission of a valid COIDA (Compensation for Occupational Injuries and Diseases Act) letter of good standing and proof of minimum R1,000,000 public liability insurance.
• Transport & Equipment: Provision of a roadworthy, construction-specification long-base bakkie (fitted with canopies/railings, revolving orange lamps, secured seatbelts, and displayed speed limits) paired with a licensed trailer. Supply of chainsaws, herbicide application gear, hand tools, medical kits, and absorbent materials.
• Payment Framework: Adherence to Expanded Public Works Programme (EPWP) rates, which dictate standardized government allowances for wages, personal protective equipment, tools, and transport.
• Evaluation Model: Application of an 80/20 Preference Point System, where 80 points are allocated to price competitiveness and 20 points to socio-economic transformation goals (black and female ownership). Bidders must secure a minimum of 60 functional points to advance to price evaluation.
• Data Protocols: Use of GPS-enabled electronic devices for survey mapping, utilizing a “tracks log” function to continuously record spatial coordinates for audit and verification purposes.

Skills Requirements

• Field Experience: Demonstrated history (1–4 years) of clearing invasive alien vegetation, preferably combined with ecological data collection.
• Certified Personnel: Mandatory team composition of ten physically fit members: one supervisor/team leader, four certified herbicide applicators, one driver, two health and safety representatives, and two first aiders.
• Supervisory Qualifications: The day-to-day supervisor must hold a PCO (Prescribed Certificate of Competency) for herbicide handling and provide evidence of prior field management experience.
• Mandatory Training: All team members must complete accredited First Aid Level 1 and Occupational Health and Safety courses prior to deployment.
• Local Sourcing: At least 60% of the workforce must be recruited from the immediate project region, requiring verifiable proof of residence.
• Operational Capability: Ability to navigate rugged terrain while strictly adhering to herbicide safety standards, environmental protection guidelines, and daily reporting protocols.
