Objectives

The primary objective is to appoint a qualified service provider to execute the complete design and construction of a steel shade area for the South African National Biodiversity Institute at the National Zoological Garden in Pretoria. The project aims to deliver a structurally sound, compliant, and durable facility that meets all environmental, safety, and operational standards within a strict one-month timeframe.

Scope of Work

• Design Phase: Develop structural designs for a 10m × 6m steel shade area.
• Construction Phase: Erect the structure using a 200mm × 200mm × 8mm × 12mm H-beam frame, solid corrugated sheeting butterfly (V-shape) roof, 5mm thick steel purlins, and integrated galvanised steel gutters and downpipes.
• Supporting Works: Supply all labour, materials, machinery, transport, and equipment. Manage site preparation, temporary works (subject to approval), testing, commissioning, and final handover.
• Compliance & Maintenance: Adhere to SANS standards, municipal by-laws, and the Occupational Health and Safety Act. Provide a 12-month defects liability period post-completion.

Technical Requirements

• Contractor Registration: Minimum CIDB contractor grading designation of Level 1 GB or higher.
• Contract Type: Re-measurement contract with a fixed one-month practical completion period from commencement.
• Insurance & Risk: Public liability cover of R5,000,000 per claim. Contractor bears full risk for damage to the works during construction and must insure off-site materials and equipment.
• Financial Security: Performance guarantee of 10% of the approved contract sum. Retention starts at 10% (capped at 5%), reducing to 2.5% upon Certificate of Completion issuance.
• Pre-Commencement Documentation: Submission of a detailed Health and Safety Plan, initial programme, security arrangements, and proof of insurance within 14 days of award.
• Testing & Commissioning: 72 hours' written notice required before testing. Continuous operation until satisfactory performance is verified, followed by a full commissioning report.
• Pricing: Total contract sum must include VAT. Rates are exclusive of VAT. No price escalation claims permitted; variations are measured using original schedule rates.

Skills and Experience Requirements

• Track Record: Demonstrated experience delivering similar construction projects within the last ten years, supported by appointment letters, completion certificates, and verifiable client references.
• Technical Personnel: Employment of a full-time qualified technician or built environment professional with relevant civil engineering credentials. Points are awarded based on years of experience (minimum one year required). An artisan or N6-qualified individual with four years of relevant experience is an acceptable alternative.
• Mandatory Submissions: Central Supplier Database (CSD) registration, valid CIDB certification, COIDA letter of good standing, public liability proof, completed standard bidding documents, and a formally priced quotation on company letterhead.
• Evaluation Model: 80/20 preferential procurement system (80 points for price, 20 points for socio-economic goals targeting black and female ownership).

• Re-measurement Contract: A procurement arrangement where the final payment is calculated based on the actual quantities of work executed, rather than remaining fixed at the initial estimate. Unit rates remain constant throughout the project lifecycle.
• CIDB Grading 1 GB: A South African regulatory classification denoting minimum competency, financial capacity, and technical capability for general building construction projects.
• COIDA Letter of Good Standing: Official documentation proving the contractor is registered and compliant with South Africa’s statutory compensation scheme for workplace injuries and occupational diseases.
• 80/20 Preference Point System: A government procurement evaluation framework where 80% of the scoring is derived from bid price competitiveness, and 20% is allocated to specific socio-economic development targets, such as ownership demographics.
