Objectives

The primary objective of this tender is to appoint a qualified service provider to support the South African National Biodiversity Institute (SANBI) in developing climate finance and project proposals. The focus is on supporting SANBI's Adaptation Policy and Resourcing (APR) Division in planning, coordinating, and preparing funding proposals for submission to the Green Climate Fund (GCF) and the Adaptation Fund (AF). The aim is to enhance South Africa’s capacity to implement climate change adaptation projects, particularly ecosystem-based adaptation initiatives, aligned with international climate finance mechanisms.

Scope

The scope of work includes:

• Providing technical support in the development of climate adaptation funding proposals for GCF and AF.
• Supporting stakeholder consultation processes involving community representatives, civil society, private sector, and government entities.
• Ensuring proposals meet GCF & AF requirements and adhere to relevant policies and guidelines.
• Developing work plans, coordinating activities, and delivering specific project outputs over approximately 15 months.
• Traveling to project sites as required and participating in iterative planning and review processes.
• Preparing and submitting reports, proposals, and related documentation in prescribed formats.

Technical Requirements

The technical requirements for the tender include:

• Demonstrated experience in developing climate change adaptation proposals, especially Ecosystem-based Adaptation projects.
• Proven track record with funders such as GCF, AF, or similar climate finance entities.
• Knowledge of GCF & AF operational policies, guidelines, and funding procedures.
• Ability to facilitate stakeholder engagement at multiple governance levels.
• Experience working with international donors and in climate change, conservation, or development sectors.
• Capacity to produce high-quality proposals, work plans, and reports within specified timelines.
• Registered on the Central Supplier Database (CSD) and compliant with tax and B-BBEE requirements.

Skills Requirements

The successful service provider must possess:

• Strong technical expertise in climate finance, project proposal development, and ecosystem-based adaptation.
• Excellent stakeholder engagement and facilitation skills.
• Experience in working with government agencies, NGOs, community groups, and private sector stakeholders.
• Proficiency in project management, report writing, and documentation in MS Office, PDF, or relevant design formats.
• Ability to work iteratively, adapt to changing circumstances, and deliver outputs on time.
• Clear understanding of South Africa’s climate policy context and international climate finance mechanisms.
