Objectives

The primary objective of this tender is to appoint three (3) service providers to conduct investigation services for the South African National Biodiversity Institute (SANBI) over a period of twelve (12) months. The investigations focus on allegations related to fraud, corruption, unethical behavior, and other misconduct within SANBI, supporting the organization’s governance, risk, and compliance efforts.

Scope

The scope of work includes:

• Providing investigation services related to allegations of unethical behavior against SANBI officials.
• Utilizing various channels such as hotline platforms, emails, and telephone to receive and manage allegations.
• Conducting investigations at designated locations within SANBI’s operational areas.
• Testifying during disciplinary proceedings as required.
• Supporting disciplinary actions and referring criminal allegations to law enforcement agencies.
• Providing training on fraud prevention strategies.

Technical Requirements

The technical requirements for the tender include:

• Submission of a detailed project plan outlining the investigation approach, methodology, and implementation plan.
• Demonstrated understanding of the scope, resources, potential challenges, and solutions.
• Clear investigation methodology and techniques to be used.
• Provision of a comprehensive project implementation plan with contingencies.
• Experience and expertise in anti-fraud and corruption investigations, including knowledge of relevant legislation such as PRECCA.
• Qualifications and experience of personnel, including a Certified Fraud Examiner.
• Company experience, including references from previous clients and details of similar investigations conducted.
• Company profile highlighting core business, experience, and expertise.

Skills Requirements

The skills and qualifications required from the service providers include:

• Relevant experience in fraud, corruption, and unethical behavior investigations (minimum of 3 years preferred).
• Proven track record with at least five (5) relevant references from recent clients.
• Qualified personnel with expertise in investigation techniques, knowledge of anti-corruption legislation, and forensic skills.
• Certified Fraud Examiner (CFE) certification for key personnel.
• Ability to handle allegations confidentially and professionally across multiple channels.
• Strong project management skills to ensure timely and effective investigation processes.
