Objectives

The primary objective of this tender is to secure a service provider capable of performing comprehensive maintenance, repair, and disinfection of refrigeration equipment at the Forensic Chemistry Laboratory in Cape Town. This includes ensuring the optimal functioning and hygiene of 7 walk-in fridges, 1 walk-in freezer, and 27 domestic fridges over a period of 24 months, supporting the laboratory’s critical operations involving toxicology, blood alcohol samples, and sample storage.

Scope

The scope encompasses:

• Biannual servicing and maintenance of 27 domestic fridges, including bulb replacements and door seal checks.
• Quarterly servicing of 7 walk-in fridges and 1 walk-in freezer, including detailed inspections, cleaning, re-gassing, and disinfecting procedures.
• Replacement of faulty parts such as door seals, piping insulation, and filters where necessary.
• Disinfection of all refrigeration units with approved disinfectant solutions.
• Emergency response within 24 hours for urgent repairs.
• Provision of detailed service reports and documentation for sign-off.
• Site inspections and compliance with safety and health regulations.

Technical Requirements

The technical scope specifies:

• Regular maintenance schedules (biannual for domestic fridges, quarterly for walk-ins and freezers).
• Comprehensive checks including electrical, mechanical, and refrigerant systems.
• Cleaning and disinfecting protocols to prevent fungi and bacterial growth.
• Replacement of worn or damaged components such as door seals, filters, and piping insulation.
• Re-gassing of units as needed to maintain optimal cooling performance.
• Proper documentation of all inspections, repairs, and disinfection activities.
• Adherence to safety standards and timely response to emergency calls.

Skills and Skills Requirements

The bidder must demonstrate:

• Minimum of three qualified refrigeration and air conditioning technicians with valid trade test certificates.
• Experience in servicing similar refrigeration equipment, preferably within laboratory or sensitive environments.
• Proven track record of executing maintenance and repair contracts valued at R100,000 or more.
• Availability of at least two registered and insured vehicles (bakkies) for on-site service.
• References from at least three clients for similar projects, not older than 10 years.
• Compliance with health and safety regulations, including valid COIDA registration and industry regulator licenses (e.g., SARACCA).
• Capability to respond promptly to emergency repairs within 24 hours.
• Ability to provide detailed reports, maintenance schedules, and disinfection certificates.
