The primary objective of this quotation is to secure a qualified service provider to maintain and operate Lilliput wastewater treatment systems across multiple clinics under the Church of Scotland Hospital jurisdiction. The service aims to ensure continuous, hygienic operation of septic tanks, prevent environmental contamination, guarantee compliance with national health and building regulations, and deliver timely, cost-effective maintenance within a constrained public healthcare setting.

Scope of Work

• Semi-annual desludging of septic tanks at twelve designated clinics.
• Inspection, cleaning, and maintenance of blowers, air sparges, and filter media.
• Verification and calibration of chlorine applicators and dosing systems.
• Assessment of submersible pumps, rising mains, and 50mm return gravity lines, with immediate fault reporting.
• Leak detection across all storage tanks and urgent remediation reporting.
• Replacement of a specified pump at uMsizini clinic.
• Comprehensive sizing calculations and detailed, clinic-specific technical reports for each site.
• Mandatory site cleanup post-service and adherence to minimal-disruption protocols in active healthcare facilities.
• Strict commencement deadline: work must begin within seven days of an institutional order, subject to a 0.4% daily penalty for non-completion or delay.

Technical Requirements

• Full compliance with the attached specification annexure and all referenced standards.
• Valid proof of previous similar service contracts in either private or public health facilities.
• Official written authorization from Lilliput confirming the bidder's right to service their proprietary equipment.
• Minimum Construction Industry Development Board (CIDB) grading of 1CE, 1SO, or 1ME.
• Adherence to South African Bureau of Standards (SABS) practices, National Building Regulations, KwaZulu-Natal Provincial Authority specifications, and the Occupational Health and Safety Act.
• Firm pricing valid for 90 days, inclusive of all transport, labour, overheads, profit, and applicable taxes.

Skills Requirements

• Certified technicians explicitly authorised by Lilliput to handle proprietary wastewater treatment components.
• Practical expertise in mechanical and electrical maintenance of aerobic treatment units, including pump diagnostics, chlorination systems, and biological filtration media management.
• Strong technical documentation capabilities to produce accurate sizing calculations, compliance reports, and fault assessments per clinic.
• Proficiency in executing maintenance within operational healthcare environments while strictly observing infection control, environmental safety, and occupational health protocols.

Clarification of Key Terms

Lilliput System Authorization: The tender exclusively permits Lilliput-certified personnel to service the plants. This requirement stems from proprietary technology, warranty stipulations, and manufacturer-specific maintenance protocols. Unauthorised intervention voids equipment warranties and constitutes a breach of contract.

CIDB Grading (1CE/1SO/1ME): Refers to the Construction Industry Development Board classification for small-scale enterprises. These grades indicate eligibility for low-value municipal projects in civil engineering, sanitation, or mechanical-electrical works, ensuring the contractor meets baseline capacity thresholds.

80/20 Preference Point System: A procurement evaluation framework where 80 points are allocated to competitive pricing and 20 points to socio-economic transformation. Full preference points are awarded to enterprises at least 51% owned by Black South Africans, in line with national preferential procurement regulations.

Performance Penalty Clause: A contractual deduction of 0.4% of the total contract value applies per calendar day for delayed commencement or incomplete work. This penalty is enforced automatically without prior notice and may lead to contract termination if unresolved.
