Objectives

The primary objective of this tender is to procure services for the maintenance, repair, and upgrade of the Low Voltage Substation including Switch Gear at St Aidan's Hospital. The service aims to ensure the proper functioning, safety, and reliability of the electrical infrastructure to support hospital operations and protect patients.

Scope

The scope encompasses:

• Provision of services to the Low Voltage Substation (200kVA) including switch gear.
• Upkeep, maintenance, and protection of electrical plant and equipment.
• Compliance with technical specifications, safety standards, and legal requirements.
• Site inspections, safety assessments, and adherence to health and safety regulations.
• Provision of all necessary materials, components, and ancillary parts as specified.
• Completion within the agreed timeframes and quality standards.

Technical Requirements

The technical requirements include:

• Compliance with the specifications outlined in the end-user documentation, including the scope of work and detailed technical standards.
• Provision of certified MV switchgear and related electrical components.
• Testing and certification of protection relays and switchgear, including IDMT protection relay settings.
• Adherence to safety standards such as EB, EC Level 1, and relevant SABS/SANS standards.
• Preparation and submission of safety files, risk assessments, and work plans prior to commencement.
• Proper documentation, including test results, inspection reports, and certificates.
• Compliance with health and safety regulations, including signage, site cordoning, PPE, and hazard management.

Skills Requirements

The successful bidder must demonstrate:

• Qualified electrical engineers and technicians with relevant CIDB registration (minimum EB, EC Level 1).
• Experience in high-voltage and low-voltage electrical systems, switchgear maintenance, and protection relay testing.
• Competence in safety management, risk assessment, and compliance with health and safety legislation.
• Capability to prepare detailed work plans, safety files, and technical documentation.
• Ability to perform on-site supervision, testing, and commissioning of electrical equipment.
• Proven track record in hospital or critical infrastructure electrical maintenance projects.
