Objectives

The primary objective of this tender is to secure services for the servicing of three transformers at 35 Squadron Saps. The scope includes oil sampling, testing, analysis, gas and breakdown voltage analysis, gasket replacement, and supply of high-quality transformer oil to ensure optimal transformer performance and longevity.

Scope

The scope of work encompasses:

• Locating and purging sample valves on transformers and collecting oil samples for laboratory analysis.
• Conducting various analyses including gas, breakdown voltage, interface tension, furan, PCB, particle count, and density tests.
• Servicing and replacing cork gaskets on transformers.
• Supplying and delivering high-quality, chemically stable insulation oil with a lifespan exceeding 40 years, suitable for high-temperature exposure and efficient cooling.
• Cleaning transformer rooms and transformers.

Technical Requirements

The technical specifications include:

• Transformer oil must meet recent standards, be free of inhibitors/passivators, and resist corrosive sulfur effects.
• Oil must have high dielectric strength, chemical stability, and effective heat removal properties.
• Proper sampling procedures with lab analysis for gas, furan, PCB, and other parameters.
• Replacement of cork gaskets and supply of insulating oil for topping up transformers.
• Cleaning of transformer rooms and equipment to ensure operational safety and efficiency.

Skills Requirements

The tenderer must demonstrate:

• Registration on the National Treasury's Central Supplier Database with a contractor grading designation of 1 EP/EB or higher.
• Possession of a valid wireman's license and trade test certificate for the electrician/technician involved.
• Provision of a valid ORHVS certificate for high voltage system operation.
• Qualified electrical/technician personnel with relevant experience in transformer servicing and high-voltage systems.
