Objectives

The primary objective of this tender is to appoint a Service Provider to perform architectural work and act as Principal Agent for the repairs and refurbishment of the Seshego Labour Centre. The project aims to repair, refurbish, and upgrade the building, including structural, roofing, electrical, and mechanical works, ensuring compliance with relevant standards and legislation, and incorporating sustainable, energy-efficient, and environmentally friendly design solutions.

Scope

The scope encompasses:

• Provision of full architectural services across all project stages (Stages 1 to 6), including inception, concept design, design development, documentation, procurement, construction, and close-out.
• Design and supervision of structural, roofing, electrical, and mechanical works.
• Coordination with other service providers (e.g., engineers, quantity surveyors, specialists).
• Preparation of documentation for statutory approvals, tenders, and construction.
• Management of the construction process, including site inspections, quality control, and certification.
• Implementation of labour-intensive construction strategies where applicable.
• Adherence to legislative and environmental standards, including health and safety regulations.
• Incorporation of sustainable design principles, energy efficiency, water conservation, and "green" solutions.
• Final documentation and handover, including as-built drawings and operational manuals.

Technical Requirements

The technical requirements include:

• Provision of comprehensive architectural design, documentation, and project management services.
• Compliance with the Standard for Uniformity in Construction Procurement and CIDB standards.
• Adherence to the scope of services as detailed in the 2023 NDPWI - Scope of Architectural Services and Tariff of Fees.
• Coordination with other disciplines and service providers, ensuring integrated design solutions.
• Preparation of statutory submissions, tender documentation, and technical specifications.
• Implementation of labour-intensive construction methods in line with EPWP guidelines.
• Security clearance procedures for personnel involved in projects requiring security considerations.
• Use of compatible software applications for project programming and documentation.
• Compliance with applicable legislation, standards, and environmental regulations.
• Provision of detailed project schedules, progress reports, and final completion documentation.

Skills Requirements

The tenderer must demonstrate:

• Registration as a professional architect with SACAP, with current registration certificates of key personnel.
• Proven experience in managing similar building repair and refurbishment projects, including structural, electrical, and mechanical works.
• Capacity to deliver comprehensive architectural services across all project stages, with qualified and experienced human resources.
• Ability to coordinate multidisciplinary teams and service providers effectively.
• Financial credibility, evidenced by bank ratings and financial stability.
• Knowledge and application of labour-intensive construction strategies and EPWP requirements.
• Understanding of relevant legislation, standards, and environmental sustainability principles.
• Experience in managing projects with security clearance requirements, if applicable.
• Capability to produce innovative, "green" design solutions that promote energy efficiency and environmental friendliness.
• Ability to prepare and submit all required documentation, reports, and project schedules within specified timeframes.
