Objectives

The primary objective of this tender is to appoint a Service Provider to perform comprehensive quantity surveying services for the repairs and refurbishment of the Seshego Labour Centre. The services aim to ensure effective cost control, project management, and compliance with relevant legislation throughout the project lifecycle, from design to final completion.

Scope

The scope of work includes:

• Provision of full quantity surveying services as defined in C3.2.1 and C3.3, including preparation of estimates, bills of quantities, contract administration, and final account preparation.
• Measurement and evaluation of electrical and mechanical works, including certification and variation management, as per project requirements.
• Coordination with other service providers such as architects, engineers, and specialists.
• Monitoring project progress, costs, and compliance with legislation and standards.
• Implementation of labour-intensive works and adherence to EPWP guidelines.
• Reporting, project control, and ensuring local content and environmental sustainability considerations.

Technical Requirements

The technical requirements include:

• Provision of qualified and registered quantity surveyors and key personnel with relevant experience.
• Use of approved software for project programming and documentation.
• Compliance with legislation such as Occupational Health and Safety Act, Environmental Acts, and Building Regulations.
• Preparation of detailed project programmes, progress reports, and final accounts within specified timeframes.
• Implementation of labour-intensive construction strategies where applicable.
• Security clearance for personnel involved in projects requiring confidentiality.
• Adherence to the Standard Professional Services Contract and CIDB guidelines.

Skills Requirements

The skills and qualifications required for tenderers include:

• Full-time supervision and registration of quantity surveyors with SACQSP or relevant professional councils.
• Proven experience in similar projects within the last 10 years, including cost management and contract administration.
• Demonstrated capacity to deliver services on time and within budget, supported by references and evidence of previous work.
• Ability to provide comprehensive project management, including scheduling, reporting, and coordination with multidisciplinary teams.
• Knowledge of local legislation, environmental standards, and sustainable design principles.
• Provision of professional indemnity insurance and proof of registration of key personnel.
• Capacity to implement labour-intensive strategies and meet EPWP requirements.
