Tender Summary: Seshego Labour Centre – Repairs and Refurbishment

Objectives

The primary objective is to appoint a qualified professional service provider to deliver comprehensive electrical engineering services for the repair and refurbishment of the Seshego Labour Centre. The project encompasses structural, roofing, electrical, and mechanical upgrades within a multi-disciplinary framework managed by the Department of Public Works & Infrastructure.

Scope of Services

• Normal Services: Execution across all standard consulting stages: inception, preliminary design, detail design, documentation and procurement, contract administration and inspection, and project close-out.
• Additional Services: Construction monitoring (Level 1 part-time or Level 2 full-time site presence), environmental impact assessment applications, and oversight of the contractor's Environmental Management Plan.
• Compliance & Administration: Strict adherence to Occupational Health and Safety Act regulations, administration of targeted procurement goals (SMME participation, EPWP labour reporting, local content), and coordination with an appointed architect (principal agent), quantity surveyor, and mechanical engineer.

Technical Requirements

• All designs, calculations, and documentation must comply with the latest SANS 10142 wiring code, National Building Regulations, and DPWI engineering manuals.
• Providers must use software compatible with departmental standards and submit monthly progress reports, accrual reports (March and September), and updated Project Execution Plans.
• Time-based remuneration requires detailed timesheets for all personnel. Financial and administrative records must be retained for sixty months post-contract completion.
• Labour-intensive construction strategies must be implemented per EPWP guidelines, with rigorous tracking of budget, output, worker demographics, training hours, and assets created.
• Statutory certificates, compliance documentation, and as-built drawings must be secured before practical completion. Security clearance may be required for key personnel.

Skills and Qualification Requirements

• The tendering entity must operate under the full-time direct supervision of a Professional Electrical Engineer or Professional Electrical Engineering Technologist registered with the Engineering Council of South Africa (ECSA).
• Key personnel must submit current ECSA registration certificates, curricula vitae, certified identity documents, and proof of professional indemnity insurance (minimum R1.5 million).
• Staff responsible for labour-intensive works must hold NQF Level 7 (design/promotion) and NQF Level 5 (management) unit standards.
• Bidders must demonstrate five years of comparable project experience, financial viability, and meet BBBEE preference points for black ownership, women, youth, persons with disabilities, and local municipal presence.

• Single Volume Approach: All contractual, pricing, scope, and returnable documents are consolidated into one submission package per CIDB procurement standards, eliminating traditional two-envelope procedures.
• Time-Based Fee Structure: Remuneration is calculated hourly using four staff categories (A–D) linked to public service salary scales. Rates are adjusted annually for inflation and require strict timesheet validation.
• EPWP Labour-Intensive Integration: The design and construction phases must actively create employment opportunities and skills transfer targets. Providers must certify contractor compliance before issuing payment certificates.
• Mandatory Secondment: The provider must formally accept unregistered built environment graduates for practical training toward professional registration. While the employer covers salaries, the provider bears operational costs and supervisory responsibilities.
