Objectives

The primary objective of this tender is to appoint a qualified Professional Quantity Surveyor to provide comprehensive quantity surveying services for the repairs to the Sibasa SAPS Training Center. The services aim to ensure accurate cost estimation, contract administration, and project management to facilitate successful project delivery within specified timeframes and budgets.

Scope

The scope of work includes:

• Provision of full quantity surveying services from project planning through to final account, including preparation of estimates, bills of quantities, contract administration, and final account.
• Coordination with other professional team members such as electrical and mechanical engineers, architects, and other specialists.
• Measurement and evaluation of electrical and mechanical works, including certification and variation management.
• Monitoring project milestones, progress, and costs, ensuring compliance with project timelines and budgets.
• Assistance with procurement, tender evaluation, and contract administration for the repair works.
• Implementation of cost control, risk management, and reporting procedures throughout the project lifecycle.

Technical Requirements

The technical requirements include:

• Registration of the quantity surveyor/principal as a Professional Quantity Surveyor with the South African Council for the Quantity Surveying Profession (SACQSP).
• Provision of proof of current professional registration for all key personnel and principals.
• Experience in managing comparable projects within the last 5 years, demonstrating capability in project scope, quality, and contractual performance.
• Demonstrated ability to coordinate multidisciplinary teams, including electrical and mechanical engineers.
• Provision of professional indemnity insurance of at least R1.5 million.
• Attendance at compulsory bid clarification meetings, if applicable.
• Compliance with relevant legislation, standards, and safety regulations, including Occupational Health and Safety Act, and adherence to environmental and building regulations.
• Implementation of project milestones, reporting, and documentation as per project and contractual requirements.

Skills Requirements

The skills and competencies required of the tenderer and key personnel include:

• Full-time supervision by a registered Professional Quantity Surveyor.
• Proven experience in quantity surveying for building repairs and similar projects.
• Strong contract administration, cost management, and risk mitigation skills.
• Ability to prepare detailed estimates, bills of quantities, and final accounts accurately.
• Effective coordination and communication skills to liaise with multidisciplinary teams and stakeholders.
• Competence in project monitoring, reporting, and compliance with legislative and safety standards.
• Provision of qualified and experienced human resources, including CVs, professional registration certificates, and proof of indemnity insurance.
• Capacity to meet project deadlines and deliver quality services within the specified scope and budget.
