Objectives

The tender aims to:

• Provide a framework for the equitable, accessible, and appropriate provision of single vision stock glasses (clear and PGX) in KwaZulu-Natal.
• Ensure that assistive devices are issued only after proper assessment by qualified professionals.
• Strengthen disability prevention strategies through appropriate issuance of devices.
• Guarantee proper maintenance and repairs of issued devices.
• Ensure adequate budgeting, assessment, training, and issuing processes.
• Offer guidelines for issuing specialized assistive devices by the Department.
• Clarify payment, record-keeping, and maintenance procedures for assistive devices.
• Promote ethical practices in the provision of assistive devices.

Scope

The scope covers the supply of:

• Single Vision Stock Clear glasses
• Single Vision Stock PGX glasses

It includes procurement, assessment, prescription, ordering, issuing, fitting, training, maintenance, repairs, and record-keeping related to these optical aids within Osindweni Hospital and associated facilities in KwaZulu-Natal.

Technical Requirements

The technical specifications include:

• Supply of complete sets of spectacles with specified lens types (organic plastic, polycarbonate, high refractive index), tints (full, gradient, photochromic), and coatings (anti-reflection).
• Frames should be metal with flexi-temples, SABS approved, current designs, suitable for all face shapes and sizes, including children, with a range of colours.
• Replacement accessories such as nose pads, screws, tint additions, and ARC must be available.
• Provision of ready-made reading glasses in various powers (+1.00 to +4.00, -1.00 to -3.00, +8.00 to +15.00).
• All spectacles must meet specified quality standards, including durability, safety, and compliance with relevant standards.
• Delivery, inspection, and fitting must adhere to specified procedures, ensuring devices are correct, safe, and suitable for the user.
• Guarantee of no additional equipment requirements post-delivery, with a starter pack included.
• Options for future upgrades and optional accessories must be clearly listed and priced.

Skills Requirements

The tender requires bidders to demonstrate:

• Proven capacity to supply optical devices in accordance with technical specifications.
• Qualified personnel including clinicians, technicians, and practitioners experienced in ophthalmic devices and assistive technology.
• Ability to assess, prescribe, fit, and train users on spectacles and assistive devices.
• Experience in procurement, quality assurance, and record-keeping for medical devices.
• Compliance with health and safety standards, including proper packaging, delivery, and installation procedures.
• Capacity to provide after-sales support, repairs, maintenance, and upgrades.
• Understanding of relevant policies, legal frameworks, and ethical considerations related to assistive device provision.
