Objectives

The primary objective of this tender is to procure spectacles, including bifocal, multifocal, and single vision lenses, along with associated accessories and low vision devices, to meet patient needs at East Boom Community Health Centre. The procurement aims to ensure the supply of quality optical products that conform to specified standards and specifications, supporting healthcare service delivery.

Scope

The scope encompasses the supply of up to 600 units of spectacles in various types (single vision, bifocal, multifocal), frames, lenses, cases, and accessories. It also includes low vision devices such as magnifiers and telescopes, with specifications aligned to HTS standards. The procurement covers the entire process from technical compliance, sample submission, to delivery and installation at the specified location, with consideration for future upgrades and accessories.

Technical Requirements

• Complete spectacles sets including frames, lenses (organic plastic, polycarbonate, high refractive index), and accessories.
• Frames must be SABS approved, suitable for all face shapes and ages, with a variety of colours and adjustable pupillary distances (40-80mm).
• Lenses must meet HTS specifications, including various types (single vision, bifocal, multifocal), with options for tinting (fixed, gradient, photochromic) and coatings (anti-reflection).
• Low vision devices such as telescopes, magnifiers, and mounted systems with specified magnifications.
• Accessories for replacement, repair, and maintenance, including nose pads, screws, tinting, and spare parts.
• All products must comply with HTS specification No. M71 (Mechanical) and relevant standards.
• Optional accessories must be quoted separately, and all equipment should be upgradable with no additional cost.
• Delivery must be timely, with proper packing, documentation, and insurance as per contractual requirements.

Skills Requirements

• Proven technical expertise in optical device manufacturing and supply, with compliance to HTS specifications.
• Experience in supplying healthcare-related optical products, including spectacles and low vision devices.
• Ability to provide technical support, training, and after-sales service for supplied equipment.
• Capability to prepare and submit samples for evaluation, demonstrating product quality and conformity.
• Knowledge of procurement policies, including preferential procurement regulations and compliance documentation.
• Competence in delivering and installing equipment at healthcare facilities, ensuring immediate operational readiness.
