Objectives

The primary objective of this tender is to procure three units of spirometers for Ngwelezane Hospital to facilitate lung function testing, including both slow and forced spirometry, body plethysmography, and diffusion capacity assessments. The procurement aims to enhance diagnostic capabilities within the hospital's respiratory services.

Scope

The scope encompasses the supply, delivery, installation, calibration, and commissioning of three portable, hand-held spirometer units that meet specified technical standards. The contract is for a once-off purchase, with provisions for training, servicing, and support throughout the equipment's lifecycle. The equipment must conform to national standards and be suitable for use in a clinical setting within KwaZulu-Natal.

Technical Requirements

• The spirometers must be portable, hand-held devices with precision engineering, white in color, made of durable plastic, and compliant with SABS standards.
• The units should measure lung volumes (FRC, RV, TLC), perform single breath diffusion, and include MIP and MEP testing capabilities, with Body Plethysmography functions.
• The system must be mounted on a mobile, compact trolley with integrated isolating transformer.
• The demand valve for direct breathing from pre-mix gas containers must be adjustable with exchangeable pneumotach for accurate flow measurement.
• Gas sensors should operate correctly without re-calibration for at least 5 hours, with high stability and accuracy.
• The equipment must have integrated automatic BTPS (Body Temperature Pressure Saturation) compensation.
• Flow measurement range should be at least +15L/sec with an accuracy of +/- 3%, resolution of 0.45m/sec, and low breathing resistance.
• The system must include calibration tools (3-liter syringe, regulators), software for accurate gas calibration, and demonstrate compliance with international safety standards (IEC 60601-1).
• Equipment must be CE certified, supplied with manuals, software, and support for calibration, maintenance, and updates.
• The units should have a guaranteed uptime of at least 99%, with a minimum 24-month warranty, and include provisions for training and technical support.

Skills Requirements

• Suppliers must have a well-established service and repair facility within KwaZulu-Natal, capable of servicing, repairing, and calibrating the equipment.
• Technicians must be manufacturer-trained, certified, and available within 24 hours for maintenance or repairs.
• Suppliers must provide comprehensive training to Health Technology Services staff on calibration, operation, maintenance, and repair of the spirometers, including PCB-level troubleshooting.
• Provision of spare parts, software updates, and technical manuals for at least 10 years post-delivery is required.
• Suppliers should demonstrate experience with similar medical equipment, including technical and clinical evaluation by recognized government institutions.
