Objectives

The primary objective is to procure high-quality square tube steel for routine maintenance operations at Umzimkhulu Hospital under the KwaZulu-Natal Department of Health.

Scope

This is a once-off supply contract requiring the delivery of 130 units of square tube steel directly to Umzimkhulu Hospital. The quotation validity period is 90 days, and all delivery costs must be fully inclusive in the quoted price.

• 25 × 25 mm × 6 m: 50 units
• 30 × 30 mm × 6 m: 50 units
• 40 × 40 mm × 6 m: 30 units

Technical Requirements

• All supplied goods must be SABS approved, with certificates of compliance provided upon request.
• Products must be new, unused, free from design, material, or workmanship defects, and conform to applicable South African National Standards.
• Delivered items must have a minimum remaining validity period of six months.
• Packaging must prevent damage during transit and comply with standard marking and documentation protocols.
• Top-scoring bidders may be required to submit physical product samples via email for independent quality verification before final contract award.

Skills & Experience Requirements

• Bidders must demonstrate prior delivery experience by submitting a valid order and delivery note proving past supply to a public or private health facility.
• Mandatory registration on the Central Suppliers Database (CSD) with a verified tax compliance status is compulsory.
• Submission of updated CIPC registration documents and a B-BBEE status verification certificate or sworn affidavit (for EMEs/QSEs) is required.
• Bidders must complete and submit an official declaration disclosing any conflict of interest, state employment connections, or related enterprise interests.

Key Terms & Conditions

80/20 Preference Point System: Evaluation uses a weighted scoring model where 80 points are allocated for price competitiveness and 20 points for specific socio-economic goals. Full preference points are granted to enterprises manufacturing or producing goods within KwaZulu-Natal to promote local economic development.

Performance Security & Penalties: Successful bidders must provide performance security within 30 days of award. Late deliveries incur daily financial penalties calculated at the current prime interest rate. Repeated default, corruption, or fraud may result in immediate contract termination and a restriction penalty banning the supplier from public sector contracts for up to ten years.

Warranty & Dispute Resolution: A twelve-month warranty covers defects arising from normal use. Disputes follow a structured escalation path: initial mutual consultation, followed by formal mediation, and ultimately resolution through South African courts if mediation fails.
