Objectives

The primary objective of this tender is to select suitable and experienced service providers to undertake the construction of a concrete road and associated infrastructure on Lotus Road in Ward 11, Umdoni Municipality. The project aims to develop a 100-meter long, 5-meter wide concrete road with necessary drainage, reinforcement, and safety features, ensuring compliance with relevant standards and legislation.

Scope

The scope of work includes:

• Site clearance and preparation of the road reserve
• Roadbed preparation with undercutting, proof-rolling, and compaction
• Construction of reinforced concrete pavement (150 mm thick) with specified reinforcement and joints
• Installation of a V-drain (100 m length, 1 m width, 330 mm depth) on one side of the road
• Earthworks involving gravel or crushed stone layers and pavement layers
• Construction of concrete pavements with appropriate joints and reinforcement
• Implementation of health and safety measures, including PPE, signage, and traffic management
• Project completion within a 6-week timeframe from award

Technical Requirements

The technical specifications include:

• Construction of a concrete road measuring 100 m in length, 5 m in width, with 150 mm thickness
• Use of Grade 25 MPa concrete for the pavement and Grade 20 MPa concrete for the V-drain lining
• Reinforcement with welded wire mesh (Ref 193) placed at mid-depth of the slab with minimum laps of 300 mm
• Inclusion of contraction joints at 3–5 m spacing and expansion joints where necessary, sealed with approved sealant
• Proper curing of concrete for at least 7 days
• Compliance with applicable standards such as SANS 1200, COTO Standards, and SABS material standards
• Adherence to legislative provisions including Occupational Health and Safety Act, Construction Regulations, COID Act, and relevant tax laws
• Measurement and quality control procedures, including testing and inspection of materials and workmanship

Skills Requirements

The tenderer must demonstrate:

• Experience in constructing concrete roads, evidenced by a list of completed projects with proof of award and completion certificates (preferably more than 5 projects for higher points)
• Qualified personnel, including a foreman, technician, or site agent with relevant experience in concrete road construction (minimum of 3 years recommended)
• Capability to manage site safety, environmental considerations, and quality assurance processes
• Ability to coordinate earthworks, reinforcement, drainage, and paving activities efficiently within the stipulated timeframe
