The primary objective is the timely delivery of a 100-metre reinforced concrete road section along Esindlovini Road in Steephill, Ward 18. The project aims to upgrade local infrastructure, improve accessibility, and ensure compliance with municipal engineering standards, occupational health and safety legislation, and sustainable construction practices. The contract must be completed within six weeks of award.

All works must adhere to SANS 1200 and the latest COTO Standard Specifications. The project is governed by national legislation, including the Occupational Health and Safety Act, Construction Regulations, Compensation for Occupational Injuries and Diseases Act, Income Tax Act, Value Added Tax Act, and the Municipal Finance Management Act. The contract follows the General Conditions of Contract (GCC) 2015, 3rd Edition.
Quality control mandates batch plant delivery notes, compressive strength test results, pre-pour engineer inspections, and rigorous level/thickness verification. Dimensional tolerances are strictly enforced: surface level and alignment at ±10 mm, and thickness between -5 mm and +10 mm. Pricing must be all-inclusive per Bill of Quantities item, covering labour, plant, materials, transport, wastage, overlaps, and testing. Bids require mandatory documentation, including valid tax pin sheets, company registration and director IDs, B-BBEE certificates or sworn affidavits, VAT registration (if applicable), Central Suppliers Database proof, proof of residence, and a minimum CIDB grading of 1 CE. Quotations must remain valid for 120 days.
Bidders must demonstrate proven capability in civil infrastructure delivery. Evaluation awards points based on the number of successfully completed concrete road projects, with a minimum of two projects required for baseline scoring. Detailed appointment letters, completion certificates, or reference letters must accompany the bid.
The appointed site management team—including a foreman, technician, or site agent—must possess verifiable experience in concrete road construction. Points are allocated according to years of relevant experience, supported by attached CVs. Overall adjudication considers technical capability, value for money, financial stability, and compliance with preferential procurement regulations.
