Objectives

The primary objective is the construction of a 100-metre steep concrete road section on Mathi Road in Ward 19, including associated earthworks, drainage, and site establishment. The project aims to deliver a durable, compliant infrastructure asset within a strict six-week completion period following contract award.

Scope of Work

• Site Clearance: Clear and grub the entire road reserve, removing vegetation, debris, and unsuitable material.
• Roadbed Preparation: Execute a 150 mm undercut, proof-roll, compact in-situ material to 95% Modified AASHTO density, and shape to the required profile.
• Concrete Pavement: Construct a 100 m × 5 m × 150 mm thick reinforced concrete road slab with formwork, vibration, and a broom-finished surface for skid resistance.
• Joints & Reinforcement: Install contraction joints at 3–5 m spacing, expansion joints where necessary, and place welded steel mesh at mid-depth with 300 mm laps.
• V-Drain Construction: Build a 100 m long, 1 m wide, 330 mm deep V-drain on one side, lined with 150 mm thick 20 MPa concrete and finished to proper drainage fall.
• Curing & Finishing: Maintain moisture curing for a minimum of seven days and ensure all surfaces meet specified tolerances.
• Health & Safety: Implement traffic accommodation, provide PPE and signage, and submit a comprehensive Health and Safety file for approval.

Technical Requirements

• Standards & Legislation: Full compliance with SANS 1200, COTO Standard Specifications, General Conditions of Contract (GCC) 2015, Occupational Health and Safety Act, Compensation for Occupational Injuries and Diseases Act, and Municipal Finance Management Act.
• Concrete Specifications: Pavement concrete must achieve 25 MPa strength (slump 75–100 mm, maximum aggregate 19 mm). Drain lining requires 20 MPa concrete.
• Earthworks: Fill material must be compacted to 93% Modified AASHTO density. Excavation includes soft and hard material with free-haul up to 1 km.
• Quality Control: Batch plant delivery notes and compressive strength test results must accompany deliveries. Engineer inspection is mandatory before concrete pouring. Strict tolerances apply: surface level ±10 mm, thickness -5/+10 mm, alignment ±10 mm.
• Pricing & BOQ: All Bill of Quantities items must be priced inclusive of labour, plant, materials, transport, wastage, overlaps, testing, insurance, and time-related obligations.

Skills & Qualification Requirements

• Contractor Registration: Valid Central Suppliers Database (CSD) registration summary is mandatory.
• Grading: Minimum CIDB Grading 1 CE (Civil Engineering) or higher.
• Financial & Tax Compliance: Copy of tax pin sheet, VAT registration certificate (if applicable), and company registration documents.
• Transformation: Original or certified B-BEE certificate or sworn affidavit (failure to submit results in zero points).
• Personnel Experience: Foreman, Technician, or Site Agent must demonstrate proven experience in concrete road construction (preferably over five years).
• Past Performance: Bidders must provide proof of completed concrete road projects, evaluated on quantity and supported by appointment letters or completion certificates.
• Bid Validity: Quotations must remain valid for 120 days from closing date.
