Objectives

The primary objective of this tender is to select qualified service providers to undertake the construction of a concrete road and associated infrastructure in Ward 3 – Mdanda Road, Umdoni Municipality. The project aims to improve road infrastructure, ensure compliance with relevant legislation and standards, and promote local economic development through the promotion of local businesses and ownership categories.

Scope

The scope of work includes:

• Site clearance and roadbed preparation with undercutting and compaction
• Construction of a reinforced concrete pavement (100 m length, 5 m width, 150 mm thickness)
• Installation of contraction and expansion joints, wire mesh reinforcement, and broom finish
• Construction of a V-drain on one side (100 m length, 1 m width, 330 mm depth)
• Earthworks and pavement layers of gravel or crushed stone
• Provision of health and safety measures, quality control, and compliance with legislative standards
• Adherence to specified tolerances, curing, and joint sealing requirements

Technical Requirements

The technical specifications include:

• Construction of a 100 m long, 5 m wide concrete road with 150 mm thickness
• Use of 25 MPa grade concrete for the pavement and 20 MPa for the lining of the V-drain
• Reinforcement with welded wire mesh (Ref 193) and high tensile mesh reinforcement (Ref 195)
• Proper site clearance, shaping, and drainage fall
• Provision of contraction joints at 3–5 m spacing and sealing with approved sealant
• Minimum curing period of 7 days using water or curing compound
• Construction of a V-drain (100 m length, 1 m width, 330 mm depth) with concrete lining
• Earthworks involving cutting, filling, and compaction to specified densities
• Compliance with SANS 1200, COTO standards, and SABS material standards

Skills and Qualification Requirements

Applicants must demonstrate:

• Experience in constructing concrete roads, evidenced by a list of completed projects with proof of award and completion certificates (preferably more than 5 projects for higher points)
• Qualified personnel, including a foreman, technician, or site agent with relevant experience in concrete road construction (more than 5 years preferred)
• Capability to adhere to health and safety regulations, including the preparation of a comprehensive Health and Safety Plan
• Compliance with CIDB grading requirements (minimum CIDB grade 1CE or higher)
• Ability to meet quality control standards, including proper testing, inspection, and documentation of materials and works
• Knowledge of legislative provisions such as the Occupational Health and Safety Act, Construction Regulations, COID Act, VAT Act, and Municipal Finance Management Act
