Objectives

The primary objective is to procure and deliver digital timer stopwatches equipped with both count-up and count-down functionalities to support municipal operational needs.

Scope

• Supply and delivery of six (6) digital stopwatches.

Technical Requirements

• All tender responses must be submitted electronically via the designated online platform; fax submissions will be rejected.

Skills and Compliance Requirements

• Bidders must demonstrate proven capacity to source, supply, and deliver the specified goods within agreed timeframes.
• Full compliance with the General Conditions of Tender, Conditions of Purchase, and the Preferential Procurement Regulations of 2022 is mandatory.
• Successful registration on the municipality’s official supplier database is a strict prerequisite for evaluation and contract award.
• Quoted pricing must remain valid for a minimum of thirty (30) days from the tender closing date.

Notable Terms and Conditions

80/20 Procurement System: This refers to South Africa’s preferential procurement framework where evaluation scoring allocates 80% to price competitiveness and 20% to designated socio-economic goals, such as transformation, local enterprise development, and historical redress initiatives.

Supplier Database Registration: Bidders must complete formal vendor registration on the municipal procurement portal before their submission can be considered. Failure to register will result in disqualification.

Online-Only Submission: The municipality has implemented a fully electronic tendering process to streamline evaluation and maintain audit trails. Physical or faxed documents will not be processed.
