Objectives

The primary objective is to procure sterile, single-use suction catheters for clinical airway management and the extraction of respiratory secretions from critically ill patients across designated KwaZulu-Natal Department of Health facilities.

Scope

This is a once-off supply contract covering four specific catheter sizes: 5FG (3 units), 6FG (8 units), 8FG (5 units), and 10FG (5 units). Deliveries are directed to specified provincial clinics and district hospitals. All pricing must be firm, inclusive of VAT (if applicable) and full delivery costs, with quotations remaining valid for 90 days from the closing date.

Technical Requirements

• Material & Composition: Medical-grade, high-quality PVC that is non-toxic, non-pyrogenic, and completely latex-free.
• Design & Features: Soft-tipped catheters equipped with thumb control ports and colour-coded ports for rapid size identification. Each unit must be individually packed and sterile.
• Dimensions: Minimum length of 350mm.
• Quality Standards: Compliance with SABS standards or equivalent high-quality medical device specifications.
• Product Condition: Strictly new, unused items with a minimum shelf life of six months from the date of delivery. Expired or second-hand products will be rejected.
• Sampling: Physical samples may be required for technical verification against specifications upon written request by the procuring institution.

Skills Requirements

No specialized professional or clinical skills are mandated for this procurement. Bidders must demonstrate standard commercial and regulatory compliance capabilities, including valid business registration, Central Suppliers Database (CSD) verification, SARS tax clearance, and the logistical capacity to deliver sterile medical devices within stipulated timeframes.

Notable Terms & Conditions

• SAHPRA Certification: Mandatory submission of a valid South African Health Products Regulatory Authority certificate, confirming the medical device meets national safety, efficacy, and quality standards for clinical use.
• Preferential Procurement (80/20 System): Evaluation uses an 80-point price allocation and 20-point specific goal allocation. The 20 points are exclusively reserved for promoting South African-owned enterprises, requiring a CIPC certificate as proof of ownership.
• SBD 4 Conflict Disclosure: Bidders must complete a mandatory disclosure form detailing any employment or business relationships with officials across the entire KwaZulu-Natal Department of Health, not merely the procuring facility. Failure to disclose results in disqualification.
• Performance Penalties: Late deliveries incur daily financial penalties calculated at the current prime interest rate. Persistent default or fraudulent practices may result in immediate contract termination and a restriction penalty prohibiting public sector participation for up to ten years.
• Administrative Compliance: Offers must be submitted on official, unaltered forms via a physical drop-box before the closing deadline. Retyped documents, missing pages, or the use of correcting fluid will render bids invalid.
